OPENING BUSINESS:

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of September 26, 2016.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

OPEN FORUM:

 Billy Kryger, Pastor of the Smoky Hill Baptist Church in Ellsworth, was in attendance but did not wish to address the Commissioners.

 

Mike Peschka asked Commissioners if the Smoky Hills Windfarm two phases will be combined into one contract.  Commissioners said that there will still be the two phases.  Phase one ends this year and phase two ends next year.

 

APPOINTMENTS:

Commissioner Kueser made a motion to go into executive session with Joe Shepack to discuss Attorney Client Privilege information for 15 minutes.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Commissioners returned to open session at 9:30 a.m.  Commissioner Kueser made the motion to approve the Voluntary Payment Agreement with Smoky Hills Wind Farm, LLC for phase one and two.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Teresa Shute, Noxious Weed & Landfill Director, wanted the Commissioners approval to hire Nathan Kratzer as temporary help for 2 months while her secretary is on FMLA.  The Commissioners said that was okay with them.

 

Amy Boxberger, Central Kansas Community Corrections, presented the fiscal year-end report for 2016 to Commissioners.  Ms. Boxberger explained that they met the goal of less than 75% of inmates not returning to the prison system, but did not meet the goal of having 70% of the participants complete the Substance Abuse Program (SAP).  Commissioner Kueser made the motion to approve and submit the Kansas Department of Corrections Comprehensive Plan Quarterly and Year End Outcome Report Format.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

NEW BUSINESS:

Commissioner Oller moved to approve September's Accounts Payable, $145,654.72, plus Prewritten Warrants $174,327.00, for a total of $319,981.72.  Commissioner Kueser seconded the motion. Motion carried 3-0.

 

Commissioner Oller moved to approve September's Payroll in the amount of $218,398.34.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:
