ELLSWORTH COUNTY COMMISSION MEETING

                                                                                                      

MINUTES

 

September 26, 2016

 

The Board of Ellsworth County Commissioners convened this 26^th day of September 2016 at the Ellsworth County Courthouse.

                                                                           Albert W. Oller, 1^st District Commissioner

                                                                           Kermit Rush, 2^nd District Commissioner

                                                                           Terry L. Kueser, 3^rd District Commissioner

 

                                                                                                                                      

OPENING BUSINESS:

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of September 19, 2016.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

OPEN FORUM:

 Billy Kryger, Pastor of the Smoky Hill Baptist Church in Ellsworth, was in attendance but did not wish to address the Commissioners.

 

Mike Peschka asked Commissioners if anything has been done with windfarm contract.  Commissioner Kueser said the contract had been given to Mr. Shepack to review.

 

APPOINTMENTS:

Rod Rees, EMS Director, informed Commissioners that the mass casualty trailer that was stored in Lincoln County has been moved to the Ellsworth EMS building for storage.  Commissioner Kueser asked if we were responsible for hauling the trailer to where it is needed.  Mr. Rees said if it is in the North Central region, we will be responsible for hauling it.  Commissioner Kueser made a motion to go into executive session to discuss non-elected personnel with County Clerk for 20 minutes.  Commissioner Oller seconded the motion.  Motion carried 3-0.  At 9:30 a.m., Commissioners returned to open session and moved Anthony Bricker to part-time wage for a Paramedic.

 

Brenda Buehler and Lenora Henderson, Health Department Employees, brought in two quotes to replace a computer that quit working abruptly.  The Commissioners said they approved as long as the money was available in the Health Departments equipment fund.  They also had quotes on tires from the Ellsworth Coop.  Commissioner Oller wants them to also check with Martins Pro Auto.  At 10:20 a.m., Ms. Buehler and Ms. Henderson returned with quotes from Martins.  They were all in agreement to go with the Uniroyal tires from Martins.

 

Commissioners had a discussion on the ½ cent sales tax election.  They want to get all affected parties involved to discuss the special question.

 

At the request of Shelly Vopat, Ellsworth County Clerk, Commissioner Kueser made a motion to go into executive session to discuss non-elected personnel for 5 minutes.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Commissioners returned to open session at 9:50 a.m. with no action taken.

 

Roger Masse, ECMC Director, brought the Hospital Board up to date with the Debt on Hospital Bond.  Commissioner Kueser told Mr. Masse he thought it would be a good idea to have the Board of Commissioners and the Hospital Board meet and discuss the expectations each Board has with the Sales Tax revenue.  Mr. Masse said he would contact the Hospital Board and see when a special meeting would work for them and he would contact the County Clerk with the date and time.

 

NEW BUSINESS:

Commissioner Kueser moved to approve the Proclamation for Domestic Violence Awareness the Month of October 2016.    Commissioner Oller 2^nd the motion.  Motion carried 3-0.

 

ADJOURNMENT:
