ELLSWORTH COUNTY COMMISSION MEETING

                                                                                                      

MINUTES

 

September 6, 2016

 

The Board of Ellsworth County Commissioners convened this 6^th day of September 2016 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of August 29, 2016.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Rev. Billy Kryger was in attendance but did not wish to address the Commissioners.

 

APPOINTMENTS:

Tracy Ploutz, Ellsworth County Sheriff, informed Commissioners that he had met with a KCAMP hired attorney from Foulston Siefkin to represent David Chamberlain and himself.  Next generation 911 was paid for by the State of Kansas, but Counties are responsible for maintenance.  The maintenance will cost $18,000 a year and they want automatic payment set up.  Although the Commissioners do not approve of automatic payments for the County, they feel they do not have a choice.  Tracy said we are to get a notice before money is withdrawn from our account.

 

Rick Nondorf, Road & Bridge Supervisor, has four more fractured/critical bridges to complete from the State inspection.  Commissioner Kueser made a motion to approve contract with Kirkham & Michael for $12,000.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser made a motion to go into executive session to discuss non-elected personnel for 15 minutes with Rod Rees, EMS Director.  Commissioner Oller seconded the motion.  Motion carried 3-0.  At 10:05 a.m. Commissioners returned to open session with no action taken.  Rod Rees presented his write offs of $4,113.24 and bad debt of $172.72.

 

Commissioner Kueser made a motion to go into executive session to discuss non-elected personnel with for 30 minutes.  Commissioner Oller seconded the motion.  Motion carried 3-0.  At 11:10 a.m., Commissioner Kueser made a motion to go back into executive session to discuss non-elected personnel for 40 minutes.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Commissioners returned to open session at 11:50 a.m. with no action taken.  

 

NEW BUSINESS:

Commissioner Kueser moved to approve August Payroll in the amount of $229,894.67. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser told the County Clerk to pursue implementing the employee voluntary KPERS 457 retirement account that is at no cost to the County.

 

ADJOURNMENT:
