ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

May 9, 2016

 

The Board of Ellsworth County Commissioners convened this 9^th day of May 2016 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                                         

OPENING BUSINESS:

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the amended Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of May 2, 2016.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for open forum.

 

Appointments:

Jamie Rathbun & Michelle Buchanan, Midway Extension District, came in to address the Commissioners questions about the 4-H barn that the FFA was using for a project with Hogs.  Commissioner Kueser wants to know who is liable and the length of project.  County Clerk, Shelly Vopat, had received a call from the FFA teacher Karl Dawn Stover explaining that the school's liability insurance is covering the project.  Commissioners would like to have assurance from the school that their liability insurance will cover the project in the 4-H barn.  Commissioners said that in the future, the Extension Office should let County Clerk know who is renting the barn, the dates that they will be using it, the type of project and, provide proof of liability insurance.  Commissioners asked County Clerk to have County Attorney, Joe Shepack, come up with a policy for the 4-H barn usage.

   

Shawn Estrel, Environmental Services, presented his 1^st Quarter Performance Report.  Mr. Estrel let Commissioners know that he had a new cellular phone number (785)376-1097.  He also told Commissioners if he was unavailable they could call his Co-worker Kevin Urban at (785)376-1097.

 

At the request of Rod Rees, EMS Director, Commissioner Kueser made a motion to go into executive motion to discuss non-elected personnel from 9:55 a.m. to 10:15 a.m.  Commissioner Oller seconded the motion.  Commissioners returned to open session at 10:15 a.m. with no action taken.

 

Robert Fillion, Economic Development Director, wanted to make sure the Commissioners still planned on signing the ROZ resolution that allows companies in Ellsworth County to offer an incentive to new employees that the State helps pay on student loans for 5 years.  Commissioner Kueser made a motion to approve Resolution 2016-R-07.  Commissioner Oller seconded the motion.  Motion carried 3-0.
