ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

MARCH 21, 2016

 

The Board of Ellsworth County Commissioners convened this 21^st day of March 2016 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

 

                                                                                                           

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of March 14, 2016.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

OPEN FORUM:

 No one was present for the Open Forum.

 

APPOINTMENTS:

 

At 9:15 a.m. Chairman Rush called to order the hearing for a road closure in Black Wolf Township.  In attendance were Bryon Wilson, Black Wolf Clerk and Donald Cikanek.  As discussed last week with Mr. Toman, the Commissioner have agreed to change the footage of the closure to 1,050 ft. instead of 750 ft..  Mr. Shepack will return with a corrected Resolution to close the road.

 

Carl Miller, Appraiser, informed the Commissioners that Saline County would like to share Ellsworth County's Pictometry and they would reciprocate by sharing theirs with Ellsworth County.  Since there would be no cost involved and would benefit both counties, the Commissions agreed to the proposal.  Praxair Inc. wrote a letter stating that the Helium Refining Plant in Bushton is no longer in operation and would like to have the value reduced.  He has negotiated the value down to two million.  It was previously valued at six million and they originally wanted it reduced to 0.  Mr. Miller is comfortable with the negotiated value.  The Commissioner discussed the proposal from Smoky Hill Economic Development, Inc. to amend the Neighborhood Revitalization Plan adding Plan E.  The hearing on the proposal will be on March 28^th and Mr. Miller will not be able to attend.  However, he will support whatever they decide.

 

Rick Nondorf, Road & Bridge Supervisor, brought the Commissioners up-to-date on the bridge projects in the county.  The one on the Mulberry/Carneiro line is schedule to start this week and has a two week completion date.

 

OTHER BUSINESS:

 

Commissioner Kueser moved to appoint Kenny Beneda, Wilson to the Ellsworth County Medical Center Board of Directors effective July 1, 2016.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve Resolution 2016R04, State of Disaster Emergency Proclamation.  Commissioner Oller seconded the motion.  Motion carried 3-0.
