ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

April 4, 2016

 

The Board of Ellsworth County Commissioners convened this 4^th day of April 2016 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

 

                                                                                                           

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of March 28, 2016.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

OPEN FORUM:

 Billy Kryger, Pastor of the Smoky Hill Baptist Church in Ellsworth, was in attendance but did not wish to address the Commissioners.

 

APPOINTMENTS:

Jamie Rathbun and Michelle Buchanan, Midway Extension District, presented the quarterly report to the Commissioners.  Michelle informed Commissioners that she had Women in Ag meetings in Ellsworth and Russell.  Jamie said that there are 27 teams signed up for Walk for Kansas.  Midway is preparing for the 4-H fair.

 

Teresa Shute, Noxious Weed & Landfill Supervisor, wanted to know if she could get a credit card with John Deere to use at Orscheln's store.  The Commissioners want her to get a bank credit card through Citizen's State Bank & Trust.  This summer she asked to get a part-time employee in addition to her summer help, because her secretary is on a 20 pound lifting restriction.  Commissioners told her that she could hire a part-time employee this summer.

 

Pat Kinnard, Clara McCoy and Kathy Mosher, Central Kansas Mental Health Center, brought in their 2017 budget.  Mrs. Mosher explained the increase of $2,976.00 or 12.94% for the 2017 budget is on account of the 59% increase from Ellsworth County residents seeking CKMC services.

 

Ronda Kasiska, Health Department Supervisor, brought in her bids for a contract on landscape maintenance.  Ronda and Commissioners were all in agreement with accepting John Griffith's bid.

 

Rick Nondorf, Road & Bridge Supervisor, brought in Kirkham & Michael's estimate for the Black Wolf Bridge at $1,444,000.00.  Rick was not expecting the cost to be this high, so the County may have to wait another year for this project.

 

OLD BUSINESS:

Commissioner Kueser moved to approve the Black Wolf Road closure.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

NEW BUSINESS:

Commissioner Kueser moved to approve March accounts payable and prewritten warrants in the amount of $169,505.89.  Commissioner Oller 2^nd the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the March payroll in the amount of $206,568.00.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Rush adjourned the meeting at 11:15 a.m.
