ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

February 16, 2016

 

The Board of Ellsworth County Commissioners convened this 16^th day of February 2016 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of February 8, 2016.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Present for Open Forum: Jeremy and Jessica Brown, Rick and Deanna Soukup, Amber Dick, Tim Whitmer, Gaye Woods and Jerry Florian.  Mr. Brown wanted to know if the Commissioners would consider paying their portion of the Health Insurance for him and Mr. Soukup.  Commissioners said they would continuing paying if they found out it was okay with KCAMP(liability insurance) and the State of Kansas who we are contracted with for the Counties Health Insurance.

 

Appointments:

Keith Haberer, Peggy Svay, Geneva Schneider, Kayla Gourley, Carl Miller, Joe Shepack, Rod Rees and Tracy Ploutz were in attendance for the Department Head Meeting; but with no one needing to discuss anything, Commissioner Rush said they could go.

  

Tracy Ploutz, County Sheriff, informed the Commissioners that in 2015, he used Special Law Enforcement Fund to buy rifles and tasers and had a balance of $1,690.14

 

Carl Miller, County Appraiser, said that Great Plains Manufacturing, Inc. and Moly Manufacturing, Inc. have buildings on land that is owned by the Kansas State Department of Corrections. They filed a hearing with the Board of Tax Appeals, since they feel they should not have to pay taxes on buildings they do not own.  Great Plains dropped the hearing and paid under protest in the spring. Moly Manufacturing is still filed with the Board of Tax Appeals.  Mr. Miller wanted to know if the Commissioners felt like these companies should be taxed.  Commissioner Kueser asked if they are producing revenue, and Mr. Miller said "yes". Commissioners said to go ahead and tax these Companies.

 

Commissioner Rush asked Mr. Shepack if he was able to finish the road closure in Black Wolf for Kenton Janzen.  Mr. Shepack said he needs the survey for correct measurements.  He had it all ready but it was for the entire road closer, and Mr. Janzen wants to leave part of it open.

 

Rod Rees, EMS Director, wanted to know if he could use the County Building Fund to pay for flooring and the glass door being replaced.  Commissioners said when they finished getting bids that the Building Fund could be used.  Commissioners also gave him the okay to have the windows installed for $3500.00 out of EMS budget.
