ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

January 11, 2016

 

The Board of Ellsworth County Commissioners convened this 11^th day of January 2016 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Oller moved to approve the Agenda with an addition.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of January 4, 2016.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve Abatements 2015 17 - 27, for a total of $11,456.22.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve Added Tax 2015-28 for $116.52.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller made a motion to make Kermit Rush their representative for North Central Planning Commission.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Oller made a motion to pay the North Central Regional dues in the amount of $3500.00.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the NC County Highway Association Annual dues for $25.00.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Rev. Billy Kryger and USD 327 Superintendent, Dale Brungardt, were in attendance but did not wish to address the Commissioners.

 

Appointments:

Jim Gray & Dennis Katzenmeier, Drovers Hall of Fame, updated the Commissioners on the success in having Ellsworth recognized on the Chisholm Trail, and their intentions on going forward with having the complete history of the Ellsworth Cattle Trail.  They ended with asking the Commissioners to keep them in mind for contacts and stories.

 

Shawn Estrel, Saline County Environmental Services, went over the 2015 year–end Wastewater Statistics.  He informed the Commissioners that it was National Radon Testing month, so please promote getting homes tested.

At the request of Rod Rees, EMS Director, Commissioner Kueser moved to go into executive session from 10:13 a.m. to 10:25 a.m., to discuss non-elected personnel.  Commissioner Oller seconded the motion.  Motion carried.  The Commissioners returned to open session at 10:25 a.m. with no action taken.  Rod asked if he could have 8 windows professionally installed at the EMS building for $4800.00.  The Commissioners asked him to get another bid.  They did give him permission to get the Stryker Power Pro cot for $13,927.00.

 

The Commissioners asked Joe Shepack, County Attorney, if therapeutic counseling is covered by the County.  Joe said he would need to see our contract with KWORCC, because KWORCC would be the one covering counseling, otherwise, employers do not typically cover counseling.

 

Rick Nondorf, Road & Bridge Supervisor, wants to put a 2000 truck and 1987 semi up for sealed bids, and the Commissioners agreed to sealed bids.  He also asked if it was okay to put a down payment of $130,000 from the Road & Bridge 2015 budget for a new complete truck.  The Commissioners said it was okay if the funds are available.
