ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

December 28, 2015

 

The Board of Ellsworth County Commissioners convened this 28^th day of December 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of December 21, 2015.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve Cereal Malt Beverage Licenses for The Service Oil Company.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve Cereal Malt Beverage Licenses for Smoky Hill Trading Post.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

No one was in attendance for the public forum.

 

Appointments:

Rod Rees, Ellsworth County EMS Director, wanted to know if it was okay to sell 4 old style cots that are collecting dust at the EMS building.  American Response Vehicles vendor made an offer of $1,650.00.  The Commissioners said that if there was no use for them he should accept the offer.  Rod let the Commissioners know that the cot that was in the ambulance at the time of the accident in December had been condemned.  Insurance is going to pay $8,712.90 for the condemned cot.  Rod is not sure what a new cot will cost yet.  Commissioner Kueser moved to go into executive session to discuss non-elected personnel with Rod Rees from 9:15 a.m. to 9:40 a.m.  Commissioner Oller seconded the motion.  Commissioners returned to open session at 9:40 a.m. with no action taken.

 

Tracy Ploutz, Ellsworth County Sheriff, wanted to know if he could get permission to use mouth swabs if an employee is unable to give a urine sample for random drug screening.  Tracy said he was willing to pay for any additional cost out of his budget for his employees.  The Commissioners said if he's willing to pay for it out of his budget, he has their permission.  They asked County Clerk, Shelly Vopat, to get the Sheriff's office permission and to find out what the expense will amount to.

 

Commissioner Kueser made a motion to go into executive session with County Attorney, Joe Shepack from 10:11 a.m. to 10:30 a.m. to discuss non-elected personnel.  Commissioner Rush seconded the motion.  Motion carried 3-0.  Commissioners returned to open session at 10:30 a.m. with no action taken.

 

Ronda Kasiska, Ellsworth County Health Department Supervisor, let the Commissioners know that she would have to continue paying the $266.61 to KIPHS, but the State thinks that it will stop after the 1^st quarter.  Commissioners still urge her to contact the State to inquire about being reimbursed for the money.
