ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

November 9, 2015

 

The Board of Ellsworth County Commissioners convened this 9^th day of November 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of November 2, 2015.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to appoint Shawn McGowan, PA as the Special Deputy Corner in Ellsworth County for 2016.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Open Forum:

Ronda Kasiska, Ellsworth County Health Department Supervisor, wanted to know if she could enter into a contract with Solix to get a grant for Federal Rural Health telecommunications.  Ronda had spoken with Rooks County who said it works well and pays for 50% of their telephone and internet.  The Commissioners wanted Joe to look over contract, but they thought it sounded like a good deal.  Ronda said she would also contact Ellsworth County Rural Health Clinic, who also had this grant and find out how they felt about Solix.

 

Appointments:

Rod Rees, Ellsworth County EMS Director, went over the 2015 EMS write-offs and budget report.  At the request of Rod Rees, Commissioner Rush moved to go into executive session from 9:40 a.m. to 9:55 a.m. to discuss non-elected personnel.  Commissioner Oller seconded the motion.  Commissioners returned to session at 9:55 a.m. and Commissioner Kueser moved to approve a raise of $.50 an hour for Billing Clerk, Jenny Curnutt beginning for the November payroll.

 

Shawn Estrel, Saline County Environmental Services, discussed the 3^rd Quarter Performance Report for Ellsworth County with the Commissioners.  Shawn informed Commissioners about a meeting that was held at the Steak House to inform everyone locally who does real estate transactions, about all the required codes that they need to be aware of when doing real estate transactions.

 

Rick Nondorf, Road & Bridge Supervisor, asked if the Commissioners wanted Kevin Cowan, Gilmore & Bell, to come talk to them about the reading the statue regarding the bridge replacement.  The Commissioners didn't think that was necessary, because if they had any questions they would refer them to Joe Shepack, Ellsworth County Attorney.  Rick let the Commissioners know that he is going to look into the cost of a new Kenworth complete truck with plow and spreader to see if his budget could handle the expense this year.

 

Jim Warta, Ellsworth County Landowner, wanted to know if the Wind towers were still going to be on his taxes this year.  The Commissioners advised Jim that landowners need to talk to the wind power companies to get paid quicker, but told him "yes" the base of the wind tower would still be on his tax bill.
