ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

November 16, 2015

 

The Board of Ellsworth County Commissioners convened this 16^th day of November 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of November 9, 2015.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve Abatement #1 for $164.52.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve Added Tax #2 for $102.62.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

No one was present for the open forum.

 

Appointments:

A Department Head Meeting was held with the following present:  Teresa Shute, Janice Sneath, Carl Miller, Keith Haberer, Geneva Schneider, Peggy Svaty, Rick Nondorf, Joe Shepack, Tracy Ploutz and Ronda Kasiska.  Mr. Miller let us know that for the Counties who do not pay for tax records online that the state has created a generic web page for a partial search.  Joe Shepack gave us a quote on getting corporate shredding for all of Ellsworth County's offices.  Geneva Schneider offered her industrial size cross shredder to anyone who needs to use it.  Teresa Shute brought up the Safety Inspector, Floyd Ackors, from the Kansas Department of Labor, to see if we can order supplies needed in bulk to save money once we get his report.  Then Carl Miller asked if we could start doing Accounts Payable twice a month.  The Commissioners said we would have to talk it over but it might be an option.

 

Commissioner Oller then addressed a complaint he received to Tracy Ploutz, Ellsworth County Sheriff, about a page that did not go out until 10 minutes after the 911 call on a fire.  Mr. Ploutz said that he needed a date and a time to address the problem.  Whoever has a complaint, needs to call him and have that information before he can deal with the issue.  Mr. Ploutz said he investigates every complaint that he receives but needs dates and times.  The Commissioners agreed that he cannot deal with a complaint if he does not know the details.  They said from now on they will inform anyone with a complaint to contact Sheriff and they will need the date and time.

 

Rick Nondorf, Road & Bridge Supervisor, supplied an email from Kevin Cowan, GilmoreBell, the Statute that states the County of Ellsworth can fix the Black Wolf Bridge by issuing general obligation bonds without holding an election.

 

Ronda Kasiska, Ellsworth County Health Department Supervisor, wanted to know if the County would issue a check to pay Patagonia Health invoice that is 90 days past due.  Commissioner Kueser motioned to pay Patagonia Health in the amount of $15,729.00. Commissioner Rush seconded the motion.  Motioned carried 3-0.
