ELLSWORTH COUNTY COMMISSION MEETING
MINUTES
JUNE 22, 2015
The Board of Ellsworth County Commissioners convened this 22nd day of June 2015 at the Ellsworth County Courthouse.
Members Present:
Albert W. Oller, 1st District Commissioner
Kermit Rush, 2nd District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Oller called the meeting to order at 9:00 a.m.
Commissioner Rush moved to approve the Agenda with an addition. Commissioner Kueser seconded the motion. Motion carried 3-0.
Commissioner Kueser moved to approve the Minutes of June 15, 2015. Commissioner Rush seconded the motion. Motion carried 3-0.
APPOINTMENTS:
Roderic Rees, EMS Director, reported the final bids from Purple Wave were in and the 1998 ambulance sold for $4,180 and the 2006 one went for $3,960. Write-offs in the amount of $991.31 were requested. Commissioner Kueser moved to approve write-offs for $991.31. Commissioner Rush seconded the motion. Motion carried 3-0. The wrecked ambulance is in the shop and he has asked for a little heavier bumper to be put on so it can support a grill guard.
Shelia Nelson-Stout, President/CEO, Lorraine Harris, Vice President and Patrick Wallerius, Vice President of OCCK, Inc., made a request for their 2016 budget of $68,803, a 3% increase. This is the first time in three years that they have requested an increase.
Teresa Shute, Noxious Weed/Landfill Supervisor, was contacted that a 2012 Dodge was available for purchase. However, after talking with the Road & Bridge Supervisor, they have had a lot of trouble with the transmissions on their Dodge pickups and she is inclined to pass on the vehicle. The Commissioners agreed with Mrs. Shute and suggested she contact some dealers and tell them what she is looking for.
Ronda Kasiska, Health Supervisor, presented the final contract with Patagonia for electronic health records for approval. The contract is for three years and the cost is $15,729 on the first year with a percentage increase in subsequent years. The health department has received a grant for $10,000 to help with the initial start-up of the program. Commissioner Kueser moved to enter into a contract with Patagonia for electronic health records. Commissioner Rush seconded the motion. Motion carried 3-0. Mrs. Kasiska also brought the Commissioner up-to-date on future projects.
Judge Mike Keeley, John Isern, Sabrina Chism and Peggy Svaty, representing the 20th Judicial Court system, presented their budget request for 2016. Their request is the same as it has been for the last two years of $78,000.
Rick Nondorf, Road & Bridge Supervisor, asked for approval to purchase a 2015 4x4 Chevrolet truck for $37,141. This is without a bed. A bed with have to be purchased at an additional cost. The truck it will be replacing will be moved down to the yard for use. Even with this purchase, he is short on trucks. The Commissioners agreed he could purchase the truck and it would be approved through the regular accounts payable process
OLD BUSINESS:
Commissioner Kueser moved to approve the Ellsworth County Credit Card Policy. Commissioner Rush seconded the motion. Motion carried 3-0.
NEW BUSINESS:
The 2016 budget request from the Ellsworth County Council on Aging was received. They have requested $26,000, an increase of $1,000.
At the request of the Sheriff, Commissioner Kueser moved to approve a contract with R & S Digital Services for 911 Mapping Services at a cost of $6,300. Commissioner Rush seconded the motion. Motion carried 3-0.
