ELLSWORTH COUNTY COMMISSION MEETING

MAY 18, 2015

 

CANVASS OF BALLOTS

 

The Board of County Commissioner met at 8:00 a.m. to canvass the votes from the USD #112 Special Question Mail Ballot Election held on May 12, 2015.  The vote totals from Election Day stood as reported on May 12^th.  There were 5 Provisional Ballots that met the criteria for valid votes and they were counted.  The total vote count for the election after the Provisional Ballots were counted was Yes 446, No 479.  The Special Question failed.

 

COMMISSION MEETING

 

 

The Board of Ellsworth County Commissioners convened this 18^th day of May 2015 at the Ellsworth County Courthouse.

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of May 11, 2015.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

APPOINTMENTS:

 

A Department Meeting was held with the following present:  Rick Nondorf, Teresa Shute, Ronda Kasiska, Carl Miller, Roderic Res, Tracy Ploutz, Keith Haberer, Jamie Rathun, Joe Shepack and Jan Andrews.  Appraiser Carl Miller followed up on the Pictomery project with training being scheduled for June 3 at 9:00 a.m. at the Ellsworth High School.  Anyone interested in attending needs to pre-register with his office.  The County's website and the updating of it was discussed.  It was suggested that the hospital has a good site so Mr. Rees will contact them plus other companies to see what services that can offer and at what cost.  Rick Nondorf, Road & Bridge Supervisor, reported the bridge on the low road was completed and is open to traffic.  Also, he has put in for another bridge project and the one in Mulberry Township should be started shortly.  He also thanked Sheriff Ploutz for his recent help.  The next meeting will be August 17^th .

 

Keith Haberer, Emergency Management Director, presented an agreement with Russell County for emergency management services.  The contract is the same as the one we have now.  Commissioner Kueser moved to hire Keith Haberer, through the contract with Russell County, as Emergency Management Director for Ellsworth County.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Resolution 2015R09, Adopting the North Central (Region F) Multi Hazard, Jurisdictional Hazard Mitigation Plan was presented for approval.  Commissioner Kueser moved to approve Resolution 2015R09 as presented.  Commissioner Rush seconded the motion.  Motion carried 3-0.  Commissioner Kueser moved to approve the 2015 Application for Emergency Management Performance Grand (EMPG) Funds from the Kansas Division of Emergency Management.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Roderic Rees, EMS Director, asked to use the EMS debit card to renew their pharmacy license since that is the only form of payment they will accept.  Permission was granted.  They have received the $800 Walmart grant and will be looking for a 60" screen TV to be used for training purposes.  After the last discussion regarding what emergency vehicles are required at local school sporting events, he found out that the state did not require an ambulance on the scene but one does have to be on call.  The games can be staffed with an emergency response vehicle.

 

Carl Miller, Appraiser, presented a contract from AOS in the amount of $2,500 for mapping services.  Commissioner Kueser moved to enter into an agreement with AOS for services for the Appraiser's office.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

With no other business to come before the Commissioners, Chairman Oller adjourned the meeting at 11:30 a.m.
