ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

MAY 11, 2015

 

The Board of Ellsworth County Commissioners convened this 11^th day of May 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of May 4, 2015.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

APPOINTMENTS:

 

Carl Miller, Appraiser, presented his budget request for 2016 of $140,890, a 4.2% increase.  He also presented a three year projection for capital outlay expenditures for the department.  Included in the 2016 budget was amount to change from the auto-cad to AOS.  With changes being made by the state in soil descriptions with some present ones being deleted and formation of new ones, a mapping service will have to be used and our software changed.  There will on-site training on the pictometry system at the Ellsworth High School at 9:00 a.m.  All departments are invited to attend.  Mr. Miller discussed the proposed legislation of a $3 excise tax per acre of land being discussed in Topeka.

 

Mark Rohr, representing Northern Natural Gas, distributed maps of where their pipelines are located in the county.

 

Ronda Kasiska, Health Supervisor, asked if their department could have a credit card since one was given to the Sheriff Department.  The Commissioners discussed the uses of the credit card and felt before any more authority was given, they needed to create a policy on the issuance, use and limits on county credit cards.
