ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

JUNE 15, 2015

 

The Board of Ellsworth County Commissioners convened this 15^th day of June 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Oller moved to approve the Agenda with additions.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of June 8, 2015.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Rev. Billy Kryger was in attendance but did not wish to address the Commissioners.

 

APPOINTMENTS:

 

Sheriff Tracy Ploutz presented his 2015 budget of $915,800 an increase of $32,614.  Also, he asked the Commissioner to consider remodeling the exercise yard inside the jail to provide more cells.

 

Pam Hays, Troy Soukup and Bernard Habiger, representing the Ellsworth Conservation District, presented their budget request for 2016.  They are asking for the same amount of money they received last year, $30,000.  With the state funding for schools being cut, some of their education projects will be affected.

 

Ronda Kasiska, Health Supervisor, approached the Commissioner again regarding the Patagonia Health bid for electronic records.  Some other counties are adding communicator apps to the system and they have requoted the bid including those apps.  After much discussion, the Commissioners suggested that Mrs. Kasiska stick to the original bid, get the system and try it and reconsider the apps next year at contract renewal time.

 

Keith Haberer, Emergency Management Director, presented three resolutions for approval.  The first is a disaster proclamation for Langley Township.  They had over $50,000 damage to their road system in the last big rain storm and this would put them in the loop to receive some assistance if that threshold is met by the entire state.  Commissioner Kueser moved to approve Resolution 2015R10, A Proclamation Declaring A State Of Local Disaster Emergency For Langley Township in Ellsworth County, Kansas.  Commissioner Rush seconded the motion.  Motion carried 3-0.  Commissioner Kueser moved to approve Resolution 2015R11, Adopting The North Central (Region F) Multi-Hazard, Multi-Jurisdictional Hazard Mitigation Plan.  Commissioner Rush seconded the motion.  Motion carried 3-0.  Since the county does not have a resolution adopting NIMS, one is needed.  Therefore, Commissioner Kueser moved to approve Resolution 2015R, A Resolution For Adoption Of The National Incident Management System.  Commissioner Rush seconded the motion.   Motion carried 3-0.

 

Kendall Meier and Heather Vaughn inquired about property in the City of Lorraine that the county inherited in a tax foreclosure.  They would like to purchase the property.  Since another individual is interest in the property, the Commissioners decided in accordance with Resolution 2004R9, they would extend an invitation to bid on the property.  The notice will be placed on the bulletin board in the Courthouse with the particulars for biding and the County Clerk will notify both individuals.

 

Rod Rees, EMS Director, reported that one of the ambulances was hit by a deer this weekend.  The vehicle has considerable damage; however, the driver was not injured.  The new ambulance will be in service in about ten minutes.   Mr. Rees was asked to forward all information on the accident to the County Clerk for submission to the insurance company.

 

OLD BUSINESS:

 

The approval of the Credit Card Policy was tabled until next week.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve Abatement #361 for $207.66.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Oller adjourned the meeting at 12:10 p.m.
