ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

APRIL 27, 2015

 

The Board of Ellsworth County Commissioners convened this 27^th day of April 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of April 20, 2015.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, reported the Health Fair and Camp Med went very well.  He has a preliminary recruitment meeting scheduled with a 2017 Family Practice Resident.  The contract with Salina Regional Health Center is under final review.  They will probably retain BKD for audit and use Eide Bailly for review services.  The information system used by the hospital is part of the HPMIN system operated by the Hays Medical System.  Hays is planning on upgrading their system and with have a Hays Medical Center format.  If other hospitals do not use their format, then the system will be not available to them.  They do not plan on operating the old system or supporting it.  No decision has been made whether to go with the standard format dictated by Hays or go to an entirely different system.  Any decision will be costly.  However, some reimbursement may be available through the Meaningful Use incentive program.

 

Carl Miller, Appraiser, brought the Commissioners up to date on the Pictometry system.  It is installed and on-site training will be scheduled shortly.  He plans on certifying values to the County Clerk next week.  After that he will start on the 17% required review of the county and he will be doing Ellsworth Township, Trivoli Township, Mulberry Township and the majority of Wilson City.

 

Pat Kinnaird and Clara McCoy, representing Central Kansas Mental Health, first gave the Commissioners a quarterly update on the services they provide to Ellsworth County.  Since the Executive Director, Kathy Moser, could not attend today, she proceeded to present their budget request for 2016.  It appears the request is for $10,540, an increase of 50%. 

Shawn Estrel, Saline County Sanitarian, gave the Commissioner a quarterly report on services provided in Ellsworth County.  In the first quarter 69.5 hour was spent on environmental services.  Mr. Estrel introduced David Neal, Director of the Saline County Planning & Zoning Department, who will now be responsible for environmental services.    Mr. Estrel also brought the Commissioners up-to-date on Algae in ponds and lakes, gray water uses and the Bourbon virus.

 

Rod Rees, EMS Director, and Gaye Woods, Assistant Director, reported they had received an $800 grant from Walmart for equipment.  They plan on using the money to purchase a big screen TV for training purposes.  The 2002 unit is having issues with the oil mixing with the coolant.   It was decided to list the 2002 unit and old 1998 unit (mobile command unit) on Purple Wave.  The remount should be finished next week and that will bring the total ambulances for use to three.

 

Keith Haberer, Emergency Management Director, reported the county had received the last installment of the 2014 grant.  He will be attending the regional meeting this week and they will make a decision on how the federal funding will be used.

 

NEW BUSINESS:

 

Commissioner Rush moved to appoint Karen Pauley and Kenneth Jarvis to the Ellsworth County Medical Center Board of Directors effective July 1, 2015.  Commissioner Kueser seconded the motion.  Motion carried 3-0.
