ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

FEBRUARY 23, 2015

 

The Board of Ellsworth County Commissioners convened this 23^rd day of February 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of February 17,  2015.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Rev. Billy Kryger was in attendance but did not wish to address the Commissioners.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, presented financial reports for the month of January showing a net gain.  Dr. McWilliams has returned from maternity leave and any recruitment of new doctors would have to be from the class of 2015 or 2016.  The Salina Regional contract has not yet been signed as they are still talking with GPHA regarding the financial component of the contract.  Only one person has shown an interest in a board position.  Two positions will expire July 1.  Both the Commissioners and Mr. Masse will work on getting candidates.  National and state legislative policies and their effect on rural hospitals were discussed.

 

At 10:00 a.m. Chairman Oller called to order the hearing for a road closure in Noble Township.  Steve Dlabal, Noble Township Trustee, was in attendance.  Since there was no objection to the closing, Commissioner Kueser moved to approve a Certificate of Opinion and Order for Road Closure of the following road in Noble Township:

 

A roadway on the section line between Section 31, Township 15 South, Range 10 West, (i.e. Noble Township, Ellsworth County) and Section 36, Township 15 South, Range 11 West (i.e. Plymouth Township, Russell County), with said road commencing at, approximately, the southwest corner of the northwest quarter of Section 31, aforesaid, where the blacktop road known as 1^st Road, or the county line road, deviates to the southeast from the Ellsworth County/Russell County line, with the roadway in question extending south, from the 1^st Road/county line blacktop to the section line running east/west between Section 31 and Township 15 South, Range 10 West (Noble Township) and Section 3, Township 16 South, Range 10 West (Palacky Township).

 

Commissioner Oller seconded the motion.  Motion carried 3-0.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve Resolution 2015R06, A Resolution Establishing A Speed Limit For Vehicles Having A Gross Vehicle Weight of 26,000 Lbs. Or more Traveling On County Maintained Roads, Per K.S.A. 19-101a and K. S. A. 19-101d.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

The County Clerk presented the 2014 Inventory per statutory requirements.

 

The County received $54,291 in tax credits from the Historical Society for the window project and since we do not need them, they can be sold to those who do.  The going rate is 90% on the dollar.  Commissioner Rush moved to authorize the County Clerk to market the tax certificates at 90% on the dollar.  Commissioner Kueser seconded the motion.  Motion carried 3-0.
