ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

MARCH 23, 2015

 

The Board of Ellsworth County Commissioners convened this 23^rd day of March 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda with a correction.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of March 16, 2015 as presented.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

No one was present for the Open Forum.

 

APPOINTMENTS:

 

Greg Nece, Nece Electric, who is rewiring the Courthouse, revealed that in working in the building, he discovered there was another breaker box that is in use and those circuits had not been counted in his original estimate.  If they want the wiring completed then the circuits in the old breaker box will have to be done, and the additional cost for that would be $12,600 bringing the total cost to $20,000.  They are doing the work in the evening after the Courthouse is closed in order not to inconvenience the staff.  Chairman Oller said the Clerk had showed them the wiring they were replacing and felt that it certainly was necessary.  Commissioner Kueser moved to allow an additional $12,600 for rewiring of the Courthouse.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Don Svaty, Ellsworth Township resident, met to discuss the illegal dumping that had occurred last week.  Commissioner Kueser had also gotten a call from Bill Parsons, Ash Creek Township officer, about the dumping.  The individual was caught and had dropped off 45 bags of trash.  He was not certain if charges were going to be filed.  Mr. Svaty also discussed legislative issue such as school funding, windpower and gun legislation with the Commissioners.

 

Shawn Estrel, Saline County Health Department, was not able to make the meeting but did meet via a telephone conference.  He wanted to let them know that the septic pumper license for Kansas Pumping Services, out of Chapman, had been revoked.  It was revoked in four counties, including Ellsworth.  Before they can obtain another license, they have to clean the area of the illegal dumping of waste and submit a disposal plan.  Since they are in Dickinson County, they will oversee the cleanup.  The Clerk was asked to contact the realtors in the area and advise the Sheriff Department of the situation.

 

Roger Masse, ECMC Administrator, reported they had a profit from operations for the month of February.  Physician recruitment is ongoing as well as the negotiations with contract with Salina Regional and Great Plains Health Alliance.  There are reports and analysis being considered in regards to swing bed payments for critical access hospitals and expansion of Medicaid has not been passed.  New board members will need to be selected before July 1, 2015 and if he can be of assistance in providing information, please do not hesitate to contact him.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve a Cereal Malt Beverage License for Kanopolis Tower Harbor Marina.  Commissioner Kueser seconded the motion.  Motion carried 3-0. 

 

Commissioner Rush moved to accept the resignation of Larry Werner, Ash Creek Trustee, and appoint, as recommended by the remaining board, David Koralek, Jr., Trustee of Ash Creek Township.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Upon the recommendation of the Ellsworth County Council on Aging, Commissioner Kueser moved to appoint Ron Etchison as Ellsworth County's Silverhaired Legislator.  Commissioner Rush seconded the motion.  Motion carried 3-0.
