ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

MARCH 2, 2015

 

The Board of Ellsworth County Commissioners convened this 2^nd day of March 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of February 23, 2015.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Rev. Billy Kryger was in attendance but did not wish to address the Commissioners.

 

APPOINTMENTS:

 

Fire Chiefs, Bob Kepka, Mark Breford, Larry Langerman, & Dustin Neuman, EMS Director Rod Rees and Assist. Director, Gaye Woods and Sheriff Ploutz were present regarding the additional paging requested several weeks ago.  This would be additional paging to cell phones through a paging service.  The first year cost would be $2,995 which would cover 200 recipients.  After the first year the cost would drop to $2,796.  The County Clerk is checking to see if the expense can be taken from the old 911 funds.  The Commissioners asked if the cities could contribute to the cost of the program, and the fire chiefs responded they would be able to do so.  Therefore, it was agreed to proceed with the service and that the billing would come through the EMS and the county would bill each participating city for their portion of half of the cost.

 

Jake Svaty, who leases the unused portion of land at the landfill, reported that the terraces need to be redone, trees in the pasture portion need to be cut and sprayed and trees already down need to burned and the area cleaned up.  He has already sprayed the musk thistle and would be willing to do the work that needs to be done at no cost to the county for an extended three years on the lease at the same lease payment.  Commissioner Kueser moved to extend the landfill lease to Jake Svaty until March, 2020 at the same yearly lease payment of $4,243.50 in exchanges for improvements to the land.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

OLD BUSINESS:

 

The County Clerk reported she had sold all the historical tax credits.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve the February accounts payable in the amount of $123,583.44 plus pre-written warrants of $17,567.69 for a total of $141,151.13.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve February payroll in the amount of $207,794.02.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved and Commissioner Kueser seconded the motion to approve Abatement 336 & 338 for $3,814.56.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Ellsworth/Kanopolis Chamber 2015 dues in the amount of $225.  Commissioner Rush seconded the motion.  Motion carried 3-0.
