ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

MARCH 16, 2015

 

The Board of Ellsworth County Commissioners convened this 16^th day of March 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of March 9, 2015 as presented.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

No one was present for the Open Forum.

 

Rev. Billy Kryger was in attendance but did not wish to address the Commissioners.

 

APPOINTMENTS:

 

Carl Eyman, KWORCC, passed out information on the county's workman compensation usage.  The experience mode, which determines a major portion of your premium, is at a low of .82 for 2015.  They county had a loss ratio in 2014 of 25%, which is excellent.  The majority of claims come from the Road & Bridge and Sheriff Departments and the major claim is for strain or injury by slips or falls.  Mr. Eyman reminded the Commissioners that they still have their on-line classes and videos that can be used by the departments for safety training.

 

Rod Rees and Gaye Woods, EMS, reported that they were trying to get a grant for training equipment through Walmart.  The projector they use for training is in bad shape and they would like to replace it with a smart TV.  The Commissioner approved their grant process.  Mr. Rees also said they had contracted with 24-7 for on-line training for the techs.  It can be done at the office or at home for renewal of certification.

 

D. Craig Lilak, Wilson City Council, complained about the crown on Ave E.  He wondered if it could be cut down.  Some cars are hitting bottom on the cross streets and a bus got high-centered in one space.  The Commissioners will talk with Mr. Nondorf when he visits later with them.

 

Rick Nondorf, Road & Bridge Supervisor, reported he had talked with Double Check, the company who bid the installation of the new fuel tank, and they had already figured in the work the Road & Bridge Department would be doing to install the tank.  The bid meets the state requirements and they have all the insurance requirements.  A discuss was held on the funding of the project and it was decided that it could come from the Road & Bridge Special Machinery Fund.  Commissioner Kueser moved to approve the bid from Double Check Company, Inc. for the installation and purchase of a new underground fuel tank at a cost of $79,072.  Commissioner Rush seconded the motion.  Motion carried 3-0.  The Commissioners discussed the meeting they had that morning with D. Craig Lilak about the crown on Ave E in the city of Wilson.  Mr. Nondorf has already talked with their city personnel and has some work that is planned for this summer.  However, he did not think the build-up on Ave E was as high as indicated but would check into the matter.

 

Ronda Kasiska, Health Supervisor, reported that she and four other counties had entered into an agreement with Mitchell County Regional Medical Foundation to assist with the Chronic Disease Risk Reduction Grant.  They will write and administer the grant for the five counties.  This decision was made because of the time required for the grant process and counties not having personnel on staff to meet those requirements.  As of yet, they do not know the amount of the grant.  Chairman Oller signed other grant applications as presented.  Mrs. Kasiska discussed the county's participation in the Health Fair to be held this weekend.

 

NEW BUSINESS:

 

Mr. Oller reported that some election workers had talked with him about an increase for their work on Election Day.  Presently, they are being paid minimum wage of $7.25.  Commissioner Rush moved to increase the pay for election workers to $9 per hour and $12 per day for the Supervising Judge.  Commissioner Kueser seconded the motion.  Motion carried 3-0.
