ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

JANUARY 12, 2015

 

The Board of Ellsworth County Commissioners convened this 12^th of January 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of January 5, 2015.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Rev. Billy Kryger was in attendance but did not wish to address any particular item.

 

APPOINTMENTS:

 

Shawn Esterl, Environmental Sanitarian with the Saline County Health Department, presented the 4^th quarter and 2014 year-end report for Ellsworth County.  This past year they did one lagoon, 16 septic systems and 7 wells.  Twenty-five requests for water testing were done with a total of 171 separate tests.  Of those, 23 requests were for bacterial testing.  Some wells inspected were not sealed correctly and some were not constructed to current state standards or were not located well.  Mr. Esterl presented the Ellsworth County Sanitary Code for Environmental Protection that has been approved by KDHE.  It is now ready for the public hearing stage and publications will in the paper this week noting that hearing on the plan will be on February 9^th at 10:00 a.m.

 

Stacy Minson, KDHE, gave the Commissioners an update on the water collections on the Oak Creek Watershed which covers Ellsworth County.  Pam Hays with the Ellsworth County Soil Conservation District has been selected to serve on the Kansas State Water Vision Plan.  She also gave the Commissioners some very valuable information on the quality as well as the quantity of the water in the state.

 

Ronda Kasiska, Health Supervisor, asked the Commissioner to sign contracts for the cleaning and pharmacy services.  Commissioner Kueser moved to accept the contract for cleaning services with Jessica Mikulecky at $75 per hour, pharmacy contract with Barbara Kennedy at $26 per hour and dietary contract with Virginia Soukup at $26 per hour.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

NEW BUSINESS:

 

Commissioner Oller moved to approve 2014 Abatements 316 & 317 in the amount of $129.64.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve Resolution 2015R01, A Resolution Establishing Compensation for 2015.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Oller adjourned the meeting at 11:30 p.m.
