ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

FEBRUARY 9, 2015

 

The Board of Ellsworth County Commissioners convened this 9^th day of February 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of February 2, 2015.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

No one was present for the Open Forum.

 

APPOINTMENTS:

 

Upon the request of Geneva Schneider, County Treasurer, Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 9:00 a.m. until 9:10 a.m.  Commissioner Rush seconded the motion.  Motion carried 3-0.  County Clerk, Jan Andrews, was included in the executive session.  The Commissioners returned to open session at 9:10 a.m.  Commissioner Kueser moved to increase the salary of part-time employee, Carrie Nicholas to $9.65 per hour effective the February pay period.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

At 10:00 a.m. Chairman Oller called to order the hearing on the new Ellsworth County Sanitary Code for Environmental Protection.  In attendance were:  Leighann Montoy, Shawn Esterl and Kevin Urban, representing the Saline County Health Department, Doug Schneweis, Watershed Field Coordinator, KDHE and Kenton Janzen.  A question and answer session was held regarding the new fee schedule, real estate transactions required in the new code and the change of acreage required for establishing a residence in the unincorporated area of the county.  After the discussion Commissioner Rush moved to approve Resolution 2015R05, A Resolution Adopting A New Sanitary Code For The Unincorporated Areas of Ellsworth County, Kansas.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Sheriff Ploutz visited with the Commissioner about the electrical problem in the jail when the generator is tested. Nece Electric has proposed some work to be done that he thinks will alleviate the electrical problem.  Sheriff Ploutz will present the proposal once it is completed. The louvered doors in the jail basement have been installed to help with the air flow. 

 

Rick Nondorf, Road & Bridge Supervisor, reported he needed to purchase a new power washer from Professional Cleaners in the amount of $6,100.  The old one was purchased in 1994 and could not be repaired.  The Commissioners authorized the purchase and will approve it in the monthly accounts payable.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve Abatements 334 & 335 in the amount of $151.58.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve Resolution 2015R03, A Resolution Repealing & Superseding Resolution No 2015R02 And Establishing A Haul Route To And From The Hi-Plains Sand Pit Located At the Southeast Corner of Avenue P and 25^th Road, as Per K.S.A. 19-101a And K.S.A. 19-101d.  Commission Kueser seconded the motion.  Motion carried 3-0.

 

The Commissioners tabled Resolution 2015R04 for correction.
