ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

FEBRUARY 2, 2015

 

The Board of Ellsworth County Commissioners convened this 2^nd day of February 2015 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Oller called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of January 26, 2015.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

No one was present for the Open Forum.

 

APPOINTMENTS:

 

Eric Reid, USD #327 Superintendent and Appraiser, Carl Miller met with the Commissioners to give them an update of legislative issues that concern each of them.  Mr. Miller discussed the wind and oil initiatives and the need to have a state representative introduce the legislation.  He is sure the senator representing Stafford County will introduce it in the Senate,  but we need someone from the house.  Mr. Reid felt he had someone to contact or they may check on having it introduced by committee.  Since it would probably be in the taxation committee, both Mr. Reid and Mr. Miller said they could pursue that avenue.  Also, Mr. Reid offered his assistance, if needed, on legislative issue as he felt they could work together for the benefit of the whole county.

 

Fire Chiefs, Bob Kepka, Mark Breford, and Larry Langerman asked the Commissioner about having a secondary paging system through a commercial business.  It would be a text message and could be received from a greater distance.  Sheriff Ploutz was in attendance and he said he had checked and found that the Next Generation software program will not do that.  It may be possible to add it to the system but would not be a part of the original setup.  The cost for 200 people to be on the service would be approximately $233 per month.  That would cover the firemen in the city fire departments.  Sheriff Ploutz reported that Rice County has such a service now and that the cities pay for their phone service.  While in attendance, the fire chiefs discussed the resolution presented earlier for a burn permit.  The Commissioner reported that the County Attorney had some problems with the language in their proposed resolution and they had some concerns about the regulations.  After a brief discussion, the County Attorney will rework the resolution and it will be forwarded to the fire chiefs before passage.

 

Rod Rees, EMS Director reported that the 110 unit is in Missouri for the remount.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve Abatements 321-333 in the amount of $3,206.50.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve January payroll for $185,101.67.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve January accounts payable for $560,426.09 plus prewritten check for $975 for a total of $560,221.09.  Commissioner Kueser seconded the motion.  Motion carried 3-0.
