ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

DECEMBER 29, 2014

 

The Board of Ellsworth County Commissioners convened this 29^th of December 2014 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of December 22, 2014.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Upon the request of Ronda Kasiska, Health Supervisor, Commissioner Rush moved to correct the approved minutes of December 15, 2014 to read "purchase of 4 new toilets and 2 sinks" and "printer table costing $100".  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Rick Nondorf, Road & Bridge Supervisor, discussed the proposed haul route received from Hi-Plains Sand.  He agreed with the routes requested with the exception of "loaded trucks from HPSI south on 25 to Ave T and then east to 141".  Due to the fact that Ave T east has two bridges that do not bear a high load limit, he would like Ave T east not be a part of the route.  The Commissioners called Justin Wacker and he agreed that they would not have any problem with Ave T east being excluded on the haul routes.  It was also agreed with Mr. Wacker that the haul routes would have a 40 mile per hour speed limit.  The information will be given to the County Attorney for a resolution.  Mr. Nondorf will pull the "Not A Haul Route" signs from the roads that now will included in the new haul routes.

 

Carl Miller, Appraiser, gave the Commissioners a packet chronicling how and when the windfarm pads were taxed.  In subsequent communications with the Property Valuation Director, it stated that Lincoln County was doing their values for taxation by roads being used to get to the towers.  They are still using that formulation while Ellsworth County used the method proposed, valued by pad, as set forth by the directive from the PV Director.  He is comfortable that this method is by far the most equitable.  The Commissioners thanked Mr. Miller for the information.

 

Tracy Ploutz, Sheriff, gave the Commissioners, as legislated, a report on the Special Law Enforcement Fund.  He has not spent any money from the fund this year and the balance in the fund is $10,247.  He also asked the Commissioner about the department having a credit card.  The Commissioners responded that they would take it under consideration but in the meantime, the County Clerk does have a credit card that could be used to book hotel rooms.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve Abatements 313, 314 & 315 for $169.04.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Kueser adjourned the meeting at 12:05 p.m.
