ELLSWORTH COUNTY COMMISSION MEETING
MINUTES
OCTOBER 6, 2014
The Board of Ellsworth County Commissioners convened this 6th day of October 2014 at the Ellsworth County Courthouse.
Members Present:
Albert W. Oller, 1st District Commissioner
Kermit Rush, 2nd District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Kueser called the meeting to order at 9:00 a.m.
Commissioner Rush moved to approve the Agenda as amended. Commissioner Oller seconded the motion. Motion carried 3-0.
Commissioner Rush moved to approve the Minutes of September 29, 2014. Commissioner Oller seconded the motion. Motion carried 3-0.
No one was present for the Public Forum.
APPOINTMENTS:
Sheriff Tracy Ploutz reported that the jail is full and has been running that way most of the year. He asked if he could purchase a van to transport inmates to other facilities to help solve his overcrowding problem. To transport inmates in the deputy vehicles, the back of the vehicle has to be unloaded to accommodate the inmate. He has checked with surplus property in Topeka and they have a Chevrolet Uplander with good mileage for $10,000 that could be used. Sheriff Ploutz asked for permission to purchase the Uplander out of the Equipment Reserve Fund. Commissioner Kueser moved to approve the purchase the Chevrolet Uplander as requested. Commissioner Rush seconded the motion. Motion carried 3-0.
Carl Miller, Appraiser, updated the Commissioners on the KAC Legislative Committee meeting he attended last week. In the meeting they discussed changes to the statutes that govern both the oil exemption and the windfarm exemption. However, any additional information or statements for consideration by the Committee will have to be addressed by a Commissioner. Since Mr. Rush is attending the KAC meeting in November, Mr. Miller will work with Mr. Rush in preparing a statement for the meeting.
Rick Nondorf, Road & Bridge Supervisor, received information that the two bridge projects slated for the middle of this month has been pushed back to the end of October. On the truck bed and truck he has advertised for sale, he has not received a bid. He asked permission to sell them outright to the best offer. The Commissioners agreed that since Mr. Nondorf had followed county policy on the sale of surplus property, he could sell the property for the best price.
Also, one of the recently hired employees has quit and he is again short one employee.
Rod Rees, EMS Director, and Amy Eck, billing clerk, presented the financial reports for September. Also, Mrs. Eck gave a presentation on how the software program reports and the reports they give the Commissioners are balanced. There had been some difficulty in getting the reports to match, but with working with the auditor and closing each month before entering new data, Mrs. Eck has been able to get matching reports. The Commissioners thanked Mrs. Eck on her thorough report and hard work to achieve what was requested by the auditors. Mr. Rees had to leave for an ambulance run but will meet with the Commissioners at 1:00 p.m.
Chairman Kueser recessed the meeting at 11:30 a.m.
Chairman Kueser called the meeting back to order at 1:00 p.m.
Rod Rees, EMS Director, reported he had two applicants for the open EMT position and has decided to hire Amy Eck. That would leave the billing clerk position open. The other applicant has had some billing experience, however, he has not advertised for that position. The Commissioners asked that he advertise for the position before filling the position.
NEW BUSINESS:
Commissioner Rush moved to enter into a Rate Stabilization Program with KCAMP, our liability insurance carrier, for a three year period. Commissioner Oller seconded the motion. Motion carried 3-0.
ADJOURNMENT:
Chairman Kueser adjourned the meeting at 1:45 p.m.
