ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

NOVEMBER 3, 2014

 

The Board of Ellsworth County Commissioners convened this 3^rd day of November 2014 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of October 27, 2014.  Commissioner Oller seconded the motion.  Motion carried 2-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Rick Nondorf, Road & Bridge Supervisor, gave an update which included the following items: they were working on a bridge in Garfield Township; mowing was still going on and they were starting to haul material.  Mr. Nondorf put out bids for new overhead doors for the shed at Carneiro.  He has received only one and the bid was for $11,188. One of the reasons it was higher than expected was that extensive framing that needs to be done.  The Commissioner approved the expense and it will come from the Road & Bridge budget.

 

Teresa Shute, Noxious Weed-Landfill Supervisor, reported the heater in the back bay is not working properly.  City Plumbing was out to work on it but because of the age of the heater, parts are not available.  The cost of a new one would be $2,532.  The Commissioners approved the expenditure.  Mr. Shute checked with the state surplus property for a van, but they were all gone.  Also, they are looking more of a utility van.  Federal Surplus Property put her on their mailing list.  With a couple more steps to be completed by Kirkham Michael, the landfill plan should be ready to approve.

 

Upon the request of Roderic Rees, EMS Director, Commissioner Rush moved to go into executive session to discuss non-elected personnel from 9:55 a.m. until 10:15 a.m.  Commissioner Oller seconded the motion.  Motion carried 3-0.  The Commissioners returned to open session at 10:15 a.m.  No action was taken.

 

Doug McKinney, Executive Director of North Central Regional Planning Commission, brought the Commissioners up to date on the happening in the region.  To his knowledge, Rolling Hills has not acquired property to build their new plant.  One of the League of Municipalities top topics for legislation this year is abandoned properties in cities and a shorter time for condemnation.

 

NEW BUSINESS:

 

Commissioner Oller moved to approve the October accounts payable in the amount of $159,137.79 plus prewritten warrants of $31,067.89 for a total of $190,205.68.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the October payroll in the amount of $196,190.34.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Kueser adjourned the meeting at 11:30 a.m.
