ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

NOVEMBER 24, 2014

 

The Board of Ellsworth County Commissioners convened this 24^th day of November 2014 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda with an addition.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of November 17, 2014.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, presented his monthly report.   He announced they had hired Christa Bohnen as Human Resource Director to replace Sandy Wedel.  Open Forums have been completed with good attendance.  No meeting with Walmart on their 340B drug program has been scheduled.  The contract with Salina Regional is still being negotiated. The audit report has been delayed but will be available at the December 10^th Board Meeting.

 

Carl Miller, Appraiser, asked if the Commissioners would consider making Friday, the 26^th of December an additional Christmas holiday.  Commissioner Kueser moved to approve the 26^th of December as a holiday for county employees.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Mr. Miller went over the KAC legislative objectives with the Commissioners.  The KAC is going to support a change in the oil exemptions but will not deal with the issue of wind power this year.

 

Ronda Kasiska, Health Supervisor, reported that Chuck Huslig had decided to give up the lawn and snow maintenance.  She had a bid from John Griffith for snow removal.  Commissioner Kueser moved to contract with John Griffith for snow removal for the Health Department.  Commissioner Oller seconded the motion.  Motion carried 3-0.  For maintenance of the lawn and sprinkler system, Mrs. Kasiska will get a second bid.  A color printer is needed and Mrs. Kasiska requested to purchase one from CBS at a cost of $1,100 to come from the Health Capital Outlay Fund.  Commissioner Rush moved to authorize the purchase of a color copier at a cost of $1,100.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Rod Rees, EMS Director, presented a bid for a remount of the 2007 ambulance at a cost of $98,965 which will include a Mac lift.  Commissioner Rush moved to approve the bid from Osage for a remount of the 2007 ambulance and to include the Mac lift.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Some equipment is needed for the new van and they would like to purchase it online and use the gas debit card for the purchase.  The Commissioners authorized the use of the debit card for the purchases.

 

Keith Haberer, Emergency Management Director, reported he had attended many Ebola meetings.  He will be attending the North Central meeting next week and they will be deciding what will purchased with the grant money in 2015.  With Mr. Rees still in the meeting, Commissioner Rush brought up the mobile command vehicle and if was being used and it was really needed.  Both Mr. Haberer and Mr. Rees said they had no use for it so it was decided to take all the radios and equipment out of it and if Mrs. Shute could use it for a recycling vehicle, they would give it to her.

 

Teresa Shute, Noxious Weed-Landfill Supervisor, discussed two vehicles listed on Purple Wave that she might be interested in.  One was a van for recycling and the other a truck to replace the one at Noxious Weed.  They discussed whether she could use the mobile command vehicle once stripped of equipment for a recycling van.  She will look at it.  On the vehicle, the Commissioners gave her authority to bid up to $14,000 on the 2011 truck.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve added tax 291 & 293 for $250.20 and abatements 285 & 286 for $250.20.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve November payroll in the amount of $212,427.24.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the November accounts payable for $220,310.8l and prewritten warrants for $1,512.14 for a total of $221,822.95.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Kueser adjourned the meeting at 12:00 Noon.
