ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

DECEMBER 8, 2014

 

The Board of Ellsworth County Commissioners convened this 8^th of December 2014 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda with an addition.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of November 24 and December 1, 2014.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Rod Rees, Emergency Management Director, introduced their new billing clerk, Jenny Curnutt.  Also, Mr. Rees presented new job descriptions that will accurately reflect the statewide changes.  The Commissioners discussed their decision to have Terry David consult on EMS services due to recent changes and requests for scheduling hours.  He will be consulting with them today and then come out and visit with him.

 

Terry David, Rice County EMS Director, visited with the Commissioner on their scope of his services in regards to the EMS Department.  He will visit with the Director today and then get back to them on how to proceed from there.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve Abatements 303, 304, 308 & 309 in the amount of $37,449.68.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve Resolution 14R08, A Resolution Exempting Ellsworth County, Kansas From Generally Accepted Accounting Principles, As Promulgated by F.A.S.B.

Commissioner Oller seconded the information.  Motion carried 3-0.

 

The Commissioner recessed at 12:00 Noon.  At 1:00 p.m. Chairman Kueser called the meeting back to order.

 

Commissioner Rush moved to go into executive session to discuss non-elected personnel from 1:00 p.m. until 1:15 p.m.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Dale Houston was included in the executive session.  The Commissioners returned to open session at 1:15 p.m.  No action was taken.

 

Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 1:15 p.m. until 1:30 p.m.  Commissioner Rush seconded the motion.  Motion carried 3-0.  Scott Kohls was included in the executive session.  The Commissioners returned to open session at 1:30 p.m. and no action was taken.

 

Commissioner Rush moved to go into executive session to discuss non-elected personnel from 1:30 p.m. until 1:45 p.m.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Jerrod Pruitt was included in the executive session.  The Commissioners returned to open session at 1:45 p.m. and no action was taken.

 

Commissioner Oller moved to go into executive session to discuss non-elected personnel from 1:45 p.m. until 2:00 p.m.  Commissioner Kueser seconded the motion.  Motion carried 3-0.  Brett Dunlap was included in the executive session.  The Commissioners returned to open session at 1:55 p.m. and no action was taken.

 

Commissioner Rush moved to go into executive session to discuss non-elected personnel from 1:55 p.m. until 2:10 p.m.   Commissioner Oller seconded the motion.  Motion carried 3-0.  Nick Nelson was included in the executive session.  The Commissioners returned to open session at 2:10 p.m. and no action was taken.

 

Commissioner Oller moved to go into executive session to discuss non-elected personnel from 2:10 p.m. until 2:25 p.m.  Commissioner Rush seconded the motion.  Motion carried 3-0.  Lance Wiles was included in the executive session.  The Commissioners returned to open session at 2:25 p.m. and no action was taken.

 

Commissioner Rush moved to go into executive session to discuss non-elected personnel from 2:30 p.m. until 2:45 p.m.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Tim Diekmann was included in the executive session.  The Commissioners returned to open session at 2:45 p.m. and no action was taken.

 

Commissioner Rush moved to go into executive session to discuss non-elected personnel from 2:45 p.m. until 3:10 p.m.   Commissioner Oller seconded the motion.  Motion carried 3-0.  Rick Nondorf was included in the executive session.  The Commissioners returned to open session at 3:10 p.m. and no action was taken.

 

ADJOURNMENT:

 

Chairman Kueser adjourned the meeting at 3:30 p.m.
