ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

DECEMBER 15, 2014

 

The Board of Ellsworth County Commissioners convened this 15^th of December 2014 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of December 8, 2014.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Ronda Kasiska, Health Supervisor, presented a bid from Alamo Specialist to replace a sink and toilet.  Commissioner Oller moved to authorize the purchase and installation of a new sink and toilet in the Health Department from Alamo Specialists for $1,935.  Commissioner Rush seconded the motion.  Motion carried 3-0.  Mrs. Kasiska reported she had received the color printer and purchased a table for it at a cost of $200.

 

Rod Rees, EMS Director, presented a new Ellsworth County Ambulance Fee Schedule effective January 1, 2015.  Commissioner Rush moved to approve the new fee schedules as presented.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Carl Miller, Appraiser, reported he had received the new ag use values and as a whole, they are higher.  The soil designations that include a large of Ellsworth County land went up from 11%-23%.  The values are based on years 2006 through 2013.  Mr. Miller introduced Barbara Kice who wanted information on how the county conducted delinquent property tax sales.  In the case of the property that was in question, the Commissioners felt that the County Attorney would probably not ever put it up for tax foreclosure due to the condition of the property.  It was suggested she could contact the County Attorney if more information was needed.  Upon the request of Mr. Miller, Commissioner Rush moved to go into executive session to discuss non-elected personnel from 11:15 a.m. until 11:30 a.m.   Commissioner Oller seconded the motion.  Motion carried 3-0.  The Commissioners returned to open session at 11:30 a.m. and no action was taken.

 

Rick Nondorf, Road & Bridge Supervisor, asked the Commissioners to approve a contract with Kirkham Michael & Associates for the survey, design and construction bidding for bridge 510 northeast of Carneiro.  The bridge will be funded by the state through a Local Bridge Improvement Plan. However, the county has to pay for the complete bridge and the state will reimburse the county for not more than $150,000 of the cost.  Commissioner Kueser moved to approve a contract for service in the amount of $14,000 for Bridge 510.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve the following resolutions: 

            14R09 A Resolution Transferring From the General Fund to the Equipment Reserve Fund

14R10 A Resolution Transferring from the Health Fund to the Health Capital Outlay Fund

14R11 A Resolution Transferring from the Road & Bridge Fund to the Special Machinery Fund.

Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve Abatements 306 & 307 in the amount of $416.56.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve Cereal Malt Beverages Licenses for Service Oil Company and D&S Oil.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to appoint Jerzy Slomka as Deputy Coroner and Shawn McGowan. P.A as Special Deputy Coroner.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

After review, Commissioner Kueser moved to approve adjustments to the 2014 Employee Positions Salary Minimums and Maximums Schedule.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:
