ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

AUGUST 18, 2014

 

The Board of Ellsworth County Commissioners convened this 18^th day of August 2014 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of August 11, 2014.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

APPOINTMENTS:

 

A Department Head meeting was held with the following in attendance:  Keith Haberer, Peggy Svaty, Carl Miller, Kayla Gourley, Brenda Buehler, Janice Sneath, Rod Rees, Geneva Schneider, Joe Shepack and Jan Andrews.  Other participants were Jerry Gebhardt and Tim Vandall.  Carl Miller, appraiser discussed the new pictomery and how it could be used by different county departments and cities.  Our present photography is 2007.  Although expensive, it could be phased in over three years and with cities participation, it could be affordable.  Also, other surrounding counties have expressed in interest in the program and if they decide to go with it, that will represent more savings.  Presently, there is updated photography that can be gotten from the state, however, it does not have the clarity, resolution and angles that the new pictometry would have.  All were in agreement that the county should pursue the new program.  Information on the Fred Pryor Seminars state training was given out and asked to return any interest in the program to the County Clerk.  2013 Employee Positions Salary Ranges were handed out and department heads were asked to review them and if changes were in order to state the justification and get them back to the County Clerk.  KWORCC is having several classes such as defensive driving and winter driving that would be available if enough employees were interested.  Please reflect any interest to the County Clerk.

 

At 10:00 a.m. Chairman Kueser called the 2015 Budget Hearing to order.  No one was in attendance at the hearing.  Commissioner Rush moved to approve the 2015 Ellsworth County Budget as presented.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Sheriff Tracy Ploutz reported that an inmate had stuck clothing items down one of the toilets causing the sewer to back up and come into the jail.  They have been working on it for two days.  Teresa Ball, Jail Supervisor, has resigned as of the 25^th of August.  He will have one deputy in the academy for training and will be testing other applicants tomorrow.

 

Via a telephone conference, Kevin Cowan, Gilmore & Bell, discussed the compliance regulations that have changed since 2009 and how they affects Ellsworth County's bond issue.  At the present time, the County is in good shape with their compliance and they will continue to work with us on filing the appropriate information in a timely manner.

 

NEW BUSINESS:

 

Commissioner Oller moved to appoint Kermit Rush as delegate and Terry Kueser as alternate to the Kansas Association of Counties Annual Meeting in November.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Kueser adjourned the meeting at 11:30 p.m.
