ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

JUNE 30, 2014

 

The Board of Ellsworth County Commissioners convened this 30^th  day of June 2014 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of June 23, 2014.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

APPOINTMENTS:

 

Julie Miller, representing Fred Pryor Seminars, explained to the Commissioners that the State of Kansas had contracted with Fred Pryor Seminars to do training for the state.  Therefore, they are out making an effort to let counties and municipalities know what is available.  The State's contract allows for online and live training access through their website.  Right now the cost per year for each employee would be $49 but that is subject to change after the initial sign-up date. Training consists of many subjects including computer, OSHA, supervising and management.  The Commissioners will but it on the Agenda for the next department head meeting for further review.

 

Joyce Langhofer, Treasurer and Sharon Holloway, site manager of the Wilson Senior Center presented a request of $29,000 for the 2015 budget.  This is an increase of $11,000.  They had an unusual number of expenses with the building and equipment last year and had to use some of their memorial money for those expenses.

 

Ronda Kasiska, Health Supervisor, presented a proposal for electronic software and training that although not mandated now will be in the near future.  The total package is estimated at $15,000.  Since one program now costing about $3,900 will be discontinued next year, it was decided to budget approximately $4,000 for the proposed package in the 2015 budget.  Also, Mrs. Kasiska is going to check with a county that is installing the software now to make sure that it will meet their needs.  Mrs. Kasiska discussed hiring a part-time employee to handle the administration of a grant that is presently being done in Salina.  There was no decision made on hiring an employee at this time. 

 

Teresa Shute, Noxious Weed-Landfill Supervisor, presented her 2015 budgets as follows:  Noxious Weed $283,446 an increase of $44,431; Landfill & Recycling, $97,150 an increase of $12,509.  Increases in both budgets are attributable to vehicle replacement and salary increases.

 

Tracy Ploutz, Sheriff requested $883,186 for his 2015 budget.  This is an increase of $60,356 from 2014.  Although all line items were increase some, the inmate medical and food service were increased to adequately reflect his actual costs. For most of the year the jail population has been at capacity.  Sheriff Ploutz added that whatever he is given, he will make it work.

 

Ellsworth County Treasurer, Geneva Schneider, presented her 2015 budget of $129,235 an increase of $5,701.

 

NEW BUSINESS:

 

Commissioner Oller moved to approve the June payroll in the amount of $203,616.81.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the June account payables for $519,842.65 and pre-written warrants of $25,305.77 for a total of $545,148.42.  Commissioner Rush seconded the motion.  Motion carried 3-0.

Chairman Kueser adjourned the meeting at 12:10 p.m.
