ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

MAY 5, 2014

 

The Board of Ellsworth County Commissioners convened this 5^th day of May, 2014 at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                       

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of April 28, 2014.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No was present for the Public Forum.

 

APPOINTMENTS:

 

At 10:00 a.m. Chairman Kueser called to order the hearing on making a township road in Sherman Township, as requested by Township Officers, a minimum maintenance road.  Those in attendance were, Wayne Bohl, Sherman Township Trustee, Rick Nondorf, Ellsworth County Road & Bridge Supervisor, Joe Shepack, Ellsworth County Attorney, Tom Warta, Larry Griffith, Harold Griffith, Shorty Choitz and Nancy Hysong.  A letter from landowner Janet Smith was also received. A discussion was held on the past maintenance of the road and what, if made a minimum maintenance road, would be done on the road in the future.  Mr. Bohl stated the main purpose for making the road a minimum maintenance road would be to reduce the liability of the township but not too much would change. He, and others, thought the road was closed, but found out that it was an open one.  Chairman Kueser stated that what was before them as a Board was to act upon the request of the township.  Therefore, Commissioner Rush moved to approve Resolution, 2014R07, A Resolution Declaring A Certain Roadway In Sherman Township To Be A Minimum Maintenance Road Pursuant To KSA 65-5,102, Et.Seq.)  Commissioner Oller seconded the motion.  Motion carried 3-0.  The resolution covered the following road:

 

            A East West road running along the section line between Sections 23 and 26, commencing at 17^th Road and ending at 18^th Road, a mile in length, all in Sherman Township, Township 14 South and Range 8 West in Ellsworth County Kansas.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve the April payroll in the amount of $203,341.94.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the April accounts payable in the amount of $213,341.94 and pre-written warrants for $3,729.73 for a total of $217,071.67.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Kueser adjourned the meeting at 10:30 a.m. to take a tour of county roads and bridges with the Road & Bridge Supervisor.
