ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

APRIL 7, 2014

 

The Board of Ellsworth County Commissioners convened this 7^th day of April, 2014 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                                                           

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of March 31, 2014.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Open Forum.

 

APPOINTMENTS:

 

Roderic Rees, EMS Director, handed out the quarterly financial report.  Vehicle service inspections are coming up and one of the units will not pass inspection and cannot be certified.  It is the Wilson unit which has 57,000 miles on it but the engine has problems.  He does not know the cost of the repairs to the unit but wondered if we wanted to start the process for doing a remount.  This brought up the discussion as to whether or not we want to keep a full ambulance in Wilson.  Presently, they have about four volunteers and two of them are full-time EMS employees.  Mr. Rees stated that the Ellsworth unit usually responds to Wilson calls.  The Commissioners asked that Mr. Rees get a cost estimate of the repairs and come back for further discussion.

 

Joe Shepack, County Attorney, has received a letter wanting to purchase our settlement from Legion Insurance from 2008.  The settlement amount was $34,944.32 and they would probably want to purchase it for a certain percentage on the dollar.  The Commissioner agreed with the County Attorney that the paper work for the purchase should be started.

 

At 11:30 p.m. there was a conference call with Russell County Commissioners and Keith Haberer, Emergency Manager for both counties.  The current contract between the counties for Mr. Haberer's service expires on May 1, 2014.  Both counties are pleased with the services and Russell County felt the contract covered their expenses.  Therefore, it was acceptable for them to continue the contract for another year.  Commissioner Rush moved to continue the contract with Russell County for services of Keith Haberer as Emergency Management Director until May, 2015.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Chairman Kueser recessed the meeting until 1:00 p.m.

 

At 1:00 p.m. Chairman Kueser called the meeting to order.

 

Representatives from the Saline County Health Department, Leigh Ann Montoy, Shawn Esterl and Kevin Urban, presented the updated Ellsworth County Sanitary Code for review.  Once our County Attorney reviews it, it will be sent to the State for their final stamp of approval.  After that, a hearing will need to be held and final approval by the Commissioners.  Mrs. Montoy presented a list of our present permit fees being charged and a proposal for increases.  Also, there would be an increase in the contract from the budget.  The Saline County Commissioners have looked at the proposed increases and are in agreement with presentation to Ellsworth County.  They have stated they would like to continue their relationship with Ellsworth County for services.  Commissioner Kueser moved to approve the proposed fee schedule as presented by Saline County Health Department for Ellsworth County effective May 1, 2014.  Commissioner Rush seconded the motion.  Motion carried 3-0.  The amount proposed for the budget for 2015 will be considered at budget time and negotiation of our contract with Saline County.
