ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

APRIL 21, 2014

 

The Board of Ellsworth County Commissioners convened this 21^st day of April, 2014 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                                                           

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of April 14, 2014.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

No was present or the Public Forum.

 

APPOINTMENTS:

 

A Department Head meeting was held at 9:00 a.m.   Those in attendance were:  Keith Harberer, Geneva Schneider, Peggy Svaty, Carl Miller, Jamie Rathbun, Teresa Shute, Rick Nondorf and Jan Andrews.  Chairman Kueser reminder those who have employees that are in the drug testing program that if an employee misses an appointment, it is considered a positive test and has implications regarding their employment.  Jan Andrews reminded everyone of the new Work Comp. rules and offered assistance to those employees who have not opened their health accounts.  Jamie Rathbun asked about the recycling storage area.  Sometimes it is so full and many times there is household trash.  Employees were previously asked not to bring household trash here for recycling, however, it has continued.  Due to the limitations of space and the fact that is only for office use, the Commissioners asked that department heads to inform their employees of the rules.  Also, if an office has a large amount of recycling, they can contact the landfill and they will pick it up. It was suggested that if a large amount of shredding is need, the City of Ellsworth contracts for those services and is, at times, looking for material to shred.

 

Rick Nondorf, Road & Bridge Supervisor, gave the Commissioners a brief update of activities in his department.  They are starting to make their millings, working on putting rock on the Bettenbrock hill and replacing a bridge in Langley Township.

 

Aleck H. McAlonan, Family Heritage Life Ins., informed the Commissioners of his supplemental insurance policies.  He will send the County Clerk information to be distributed to the employees.

 

David Vance, Openhandesign, Sheriff Ploutz and Brandon Hughes, Harbin Construction Co., presented a proposal for the conversion of a jail cell to a padded one.  The proposal from Harbin Construction was $51,500 and the fees for Mr. Vance was $5,800.  Kermit Rush moved to waive the bidding requirements and accept the proposal from Harbin Construction Co. and Mr. Vance for the Safety Cell Renovation.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Sheriff Ploutz reported he ordered monthly training sessions for the dispatchers and should start soon.

 

NEW BUSINESS:

 

Commissioner Oller moved to approve Added Tax #53 in the amount of $323.08.  Commissioner Rush seconded the motion.  Motion carried 3-0.
