ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

APRIL 14, 2014

 

The Board of Ellsworth County Commissioners convened this 14^th day of April, 2014 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                                                           

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of April 7, 2014.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Craig Gustin, representing a group from the Methodist Church, informed them of the clean- up they do every year for those who for financial or for health reasons are not able to clean up their property.  It is being planned for June 7^th and since it is a Saturday, he asked if the landfill hours could be expanded that day and if there could be a reduction in fees.  Since Mrs. Shute, Landfill Supervisor, was coming in later, Mr. Gustin stayed for the discussion with her.

 

APPOINTMENTS:

 

Kathy Mosher, Executive Director of Central Kansas Mental Health, Board Member from Ellsworth, Clara McCoy and Pat Kinnaird with Central Kansas Mental Health, presented their budget request for 2015.  They asked for a 5% increase for a total of $23,027.  Mrs. Mosher also presented a data report showing how much each county in the state, per capita, contribute to mental health care.  The Commissioners will take their request under consideration.

 

Teresa Shute, Noxious Weed-Landfill Supervisor, reported that the state is no longer supporting the e-waste disposal so Rice County will have to charge for disposal.  Slechta will accept monitors and TV's at a cost and printers and computer tower can go to Rice County through the e-waste program, but there will be a charge.  She is planning an earth day program for the grade school next week.  The Commissioners and Mr. Gustin discussed his request and it was agreed that on the day they have their clean-up; one of the staff would be on call to open the landfill when they are ready to dump.  Also, the Commissioners decided to reduce the rate by 50%.

 

OLD BUSINESS:

 

The Commissioners received an opinion on the new sanitary code from the County Attorney who had some questions regarding the enforcement procedures.  His review will be sent to the Salina Health Department, who is working on the new codes.
