ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

MARCH 17, 2014

 

The Board of Ellsworth County Commissioners convened this 17^th day of March, 2014 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                                                           

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda with additions.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of March 10, 2014.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Roderic Rees, EMS Director, presented write-offs for approval.  Commissioner Rush moved to approve write-offs as recommended in the amount of $4,324.80.  Commissioner Oller seconded the motion.  Motion carried 3-0.  Mr. Rees reported they had changed to Verizon and he wanted to purchase two Wi-Fi cards for the two heart monitors.  The cards are $1,500 each and he has budget for it.  The Commissioners approved the purchase.  The other monitor, the Zoll one, he would like to replace at an approximate cost of $10,000 for refurbished one.  However, he is not ready at this time to make that decision.  He asked if a van replacement he requested in his budget had been approved.  At budget time, it was decided if a replacement was needed it could come from the Equipment Reserve Fund.

 

Eric Reed, USD #327 Superintendent, discussed with the Commissioner Senate Bill 435 which would end all wind farm exemptions after ten years.  If that passed, it would add substantial value to the county and would help fund all county entities.

 

Rick Nondorf, Road & Bridge Supervisor, asked the Commissioners to sign papers on the federal exchange funds for bridges.  They did so.

 

Steve Donley, Garfield Township resident, asked the Commissioner about the new controlled burn regulations proposed by the fire chiefs.  As yet, the Commissioners have not approved the resolution.  Mr. Donley had some concerns about the new regulations.  The Commissioners, too, expressed some of their concerns and plan on visiting with the fire chiefs before passing the resolution. 

 

NEW BUSINESS:

 

Commissioner Rush moved to approve Abatement #51 for $50.90.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve Resolution 2014R06, State of Disaster Emergency Proclamation /Burn Ban effective today.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Kueser adjourned the meeting at 11:00 a.m.
