ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

MARCH 3, 2014

 

The Board of Ellsworth County Commissioners convened this 3^rd day of March, 2014 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                                                           

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda with additions.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of February 24, 2014.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Teresa Shute, Noxious Weed-Landfill Supervisor, asked the Commissioners to sign her year-end Annual Noxious Weed Report.  The report was signed.  The Commissioners asked about the availability of chemicals for this year and Mrs. Shute reported she had a good stock of all but Banvel.  For some reason, it is not readily available.  The floor in the recycling building needs some attention.  The material has rocks that are now sticking up and could be hazardous for older people walking on them.  The Commissioners asked her to check with Rick Nondorf, Road & Bridge Supervisor, and see if something can be done.

 

Jamie Rathbun, Midway Extension Director and Dan Johnson, President of the Board, met with the Commissioner to discuss HB 411.  This bill would eliminate the district's levying authority. The Kansas Association of Counties has spoken against the bill and there have been many testimonies against it.  If the bill passes, all the counties within the district would have to agree on the amount of budget to levy.  The Commissioners agreed they would follow the bill.

 

Rick Nondorf, Road & Bridge Supervisor, discuss the 80/20 bridge being started by the Richard Barkow residence.  Right-of-way is being purchased.  The Commissioner will need to select an inspection engineering firm from those that have put in a bid.  Mr. Nondorf reported he had found two loaders that could be purchased.  One is a 2011 and the other is a 2015.  With the trade-in of the 1999 one, there is a difference of $20,000 between the cost of the two loaders. The Commissioners ask that he check to see if there is any warranty on the 2011 one.  Mr. Nondorf said he would not buy the 2011 one unless he sees it first and is able to test it and will get back to the Commissioners before a decision is made.  Commissioner Oller moved to approve the purchase of a 2015 GMC truck from Doonan's for $26,145.  Commissioner Rush seconded the motion.  Motion carried 3-0.  This will replace the stolen vehicle.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve Added Tax #49 for $43.66 and Abatements #48 & 50 in the amount of $77.42.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the February payroll for $196,066.28.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the February accounts payable in the amount of $90,689.79.  Commissioner Oller seconded the motion.   Motion carried 3-0.

 

Commissioner Oller moved to appoint John Donley as Clear Creek Township Clerk.  Commissioner Rush seconded the motion.  Motion carried 3-0.
