ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

JANUARY 27, 2014

 

The Board of Ellsworth County Commissioners convened this 27^th day of January, 2014 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

 

                                                                                                           

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.    Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of January 21, 2014.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the open Public Forum.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, reported the new CT scanner would be arriving in March and would be in operation in April.  There will be some lag time before the new machine goes on line.  A final draft is in progress with recruitment of a doctor.  The Kansas Hospital Association has put forth three legislative agenda for the session and he has met with Representative Johnson to discuss them.  National legislation is all over the board right now.  The mid-year financial reports are not adequately reflecting the true financial picture as some adjustments need to be made.  However, cash is in good shape.

 

Rod Rees, EMS Director; Fire Chiefs, Bob Kepka, Larry Langerman & Mark Breford; Bob Doepp, Wilson City Police, Patrick Chapman, Holyrood Police, Keith Haberer, Emergency Management, Corp. of Engineers, Lester Tacha; Wildlife & Parks, Willis Ohl, Connie Terry, County Sheriff Dispatch, met with the Commissioner to discuss dispatch issues.  Their main concern was lack of training on the dispatch staff.  They felt the safety of the responders and the general public was being compromised with problems occurring because of communications through the dispatch.  The Commissioners explained that they had offered the Sheriff additional funding for training and another dispatch position.  However, the dispatch area was under his control and leadership. A few of those in attendance had visited with the Sheriff on their concerns, but felt nothing had changed.  It was suggested that a Fire Chief meeting be held on February 7:00 p.m. at the Ellsworth Fire Station to continue the discussion with the Commissioners and Sheriff being present.  The Commissioners responded they would attend.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve a Cereal Malt Beverage License for Tower Harbor Marina.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

After discussion with the Fire Chiefs, Commissioner Rush moved to approve Resolution 14R05, A State of Emergency Proclamation Instituting a Fire Ban.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Kueser adjourned the meeting at 11:00 a.m. to attend an information meeting on the LEPP program  with Lincoln and Ottawa Counties at Lincoln.
