ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

FEBRUARY 3, 2014

 

The Board of Ellsworth County Commissioners convened this 3^rd day of February, 2014 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

 

                                                                                                           

OPENING BUSINESS:

 

Chairman Kueser called the meeting to order at 9:00 a.m.

 

Commissioner Rush moved to approve the Agenda.    Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve the Minutes of January 27, 2014.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the open Public Forum.

 

APPOINTMENTS:

 

Tim Vandall, Ellsworth City Administrator, recapped the situation at the golf course where the storm with high winds damaged the golf course sheds.  Although the sheds do not belong to the city, the property does and they would like to get it cleaned up as soon as possible.  To that intent, he asked for a landfill waiver to bring the debris into the landfill.  A local farmer has decided he might be able to use most of the material so the amount might not be too great, only a couple of hundred dollars.  Mrs. Shute, Noxious Weed-Landfill Supervisor, was in attendance and stated she had a problem with the waiver as the property coming into the landfill was not city owned but individually owned.  She suggested they total up the cost and bill each individual golf shed owner.  Mr. Vandall replied that they did not even know who owned some of the sheds.  The Commissioners asked that Mr. Vandall come back with a better estimate of what the cost would be.

 

Rick Nondorf, Road & Bridge Supervisor, has discussed with Kirkham Michael & Associates the program that would allow the County to buy bonds for bridges, in order to get them done, and pay the bonds off at a yearly rate.  In this way the obligating funds owed to the county and the levied fund, Special Bridge Fund, could be used to get the work done instead of waiting until the funds built up to use them.  There are two river bridges that need attention and probably can't wait five years for funding.  The Commissioners asked that Mr. Nondorf contact Kirkham Michael and have them present the program so they could consider it.

 

NEW BUSINESS:

 

Commissioner Rush moved to approve January payroll in the amount of $128,285.84.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve January accounts payable in the amount of $571,757.27 and prewritten warrants for $12,960 for a total amount of $584,717.27.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Rush moved to approve Abatement #29 for $1,015.64.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

With no other business to come before the Commission, Chairman Kueser adjourned the meeting at 11:02 a.m.
