ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

December 30, 2013

 

The Board of Ellsworth County Commissioners convened this 30^th day of December 2013 at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

 

 

 

                                                                                                           

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda with an addition.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of December 23, 2013.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the open Public Forum.

 

APPOINTMENTS:

 

Judge Mike Keeley, Judge Ronald Svaty and Clerk of the District Court, Peggy Svaty, met with the Commissioners to discuss the concealed carry exemption that was expiring December 31, 2013.  Judge Keeley explained that the law enacted last year has a provision allowing the Chief Judge of a judicial district to issue an Administrative Order exempting concealed weapons in the Courtrooms, Ancillary Courtrooms and other areas of Court operation as long as adequate security is provided.  In this regard, Chief Judge Keeley has issued Administrative Order No 25 exempting the court facilities in Ellsworth County from the concealed carry law.  He has contacted the Sheriff Offices in the Judicial District and they will be able to provide security when needed. 

 

Upon the request of Sheriff Ploutz, Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 9:25 a.m. until 9:40 a.m.  Commissioner Oller seconded the motion.  Motion carried 3-0.  The Commissioners returned to open session at 9:40 a.m.  No action was taken.

 

Keith Haberer, Emergency Management Director, reported the county had received their EMPG grant for 2013 in the amount of $8,109.  There will be a table-top exercise at ECF on January 17, 2013 from 9:00 a.m. until 12 Noon.  The 300 and 400 classes are in limbo waiting for KDEM to finalize the dates.  The next LEPC meeting will be January 23^rd with a dinner here at the Courthouse.  A school shooting exercise for USD #112 will be held in Wilson on January 3^rd.  The contract with Russell County expires in May and he will visit with Russell County and get them a new contract for consideration.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve Abatements, 16,19,20,21,22,24 & 25 in the amount of $910.62.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the December payroll for $230,250.32.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the December account payable for $206,236.70 plus prewritten warrants for $63,359.39 for a total of $269,596.09.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Rush adjourned the meeting at 11:00 a.m.
