ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

OCTOBER 21, 2013

 

The Board of Ellsworth County Commissioners convened this 21^st day of October at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                           

                                                                                               

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Oller moved to approve the Agenda.     Commissioner Rush seconded the motion.  Motion carried 2-0.

 

Commissioner Oller moved to approve the Minutes of October 14, 2013.  Commissioner Rush seconded the motion.  Motion carried 2-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, presented financial statements for September showing a loss from operations of $167,276.  He continued with updates on Washington issues, Critical Access Hospitals and how income would be affected if changes are made in the swing bed services; employee health insurance and physical therapy caps.  Two areas that came out of the Community Health Assessment survey that needed to be addressed were mental health and wellness / fitness.  Both of these items can be addressed without brick and mortar.   Recruitment is still on the agenda with some progress being made.

 

At the request of Jan Andrews, County Clerk, Commissioner Rush moved to go into executive session to discuss non-elected personnel from 9:50 a.m. until 10:00 a.m.  Commissioner Oller seconded the motion.  Motion carried 2-0.  The Commissioners returned to open session at 10:00 a.m. and no action was taken.

 

Eric Reed, USD 327 Superintendent, thanked the Commissioners for their donation to help fund the security systems recently installed in all the schools.  He then, took the Commissioners on a tour of the elementary school to show them the system.  The Commissioners returned to open session at 10:40 a.m.

 

Ronda Kasiska, Health Supervisor, presented a request from an individual to use their conference room to conduct a Zumba exercise class.  It was made clear that the person giving the classes could not charge for them since she would be using a county building at no charge.  Also, concern was expressed about liability, physical as well as the facility.  Mrs. Kasiska presented a release of liability form that each participant would sign.  The Commissioners asked that she consult with the County Attorney for a decision.

 

At the request of Sheriff Tracy Ploutz, Commissioner Oller moved to go into executive session to discuss non-elected personnel from 11:04 a.m. until 11:20 a.m.  Commissioner Rush seconded the motion.  Motion carried 2-0.  The Commissioners returned to open session at 11:20 a.m.  Commissioner Oller moved to go back into executive session to discuss non-elected personnel from 11:20 a.m. until 11:30 a.m. and include the County Clerk, Jan Andrews.  Commissioner Rush seconded the motion.  Motion carried 2-0.  The Commissioners returned to open session at 11:30 a.m.  No action was taken.

 

NEW BUSINESS:

 

The Commissioners tabled the discussion of the KAC's request on the Oil & Gas Depletion Trust Fund until Commissioner Kueser was available.

 

ADJOURNMENT:

 

Chairman Rush adjourned the meeting at 11:40 a.m.
