ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

NOVEMBER 12, 2013

 

The Board of Ellsworth County Commissioners convened this 12^th day of November at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                           

                                                                                               

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.     Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of November 4, 2013.  Commissioner Oller seconded the motion.  Motion carried 2-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Jim Runge, Superintendent of USD #112, met with the Commissioners to ask for some of the Post Rock Windfarm in lieu of money.  He had read that USD #327 had received a donation for their security system and was asking that USD #112 receive some for the same purpose.  He asked for 5 controlled access doors/cameras/locks/buzzer at a cost of $15,000, Teacher Crisis Kits at $4,800 and tornado shelter enhancements of $4,000-$7,000 for a total request of $26,800.  The Commissioners thanked him for the requests, however, reminded him that the donations will be gaged on the percentage of towers in the school district.  In so doing, the schools would probably not receive the same dollar amount.

 

Rod Rees, EMS Director and Gaye Wood, Assistant, visited with the Commissioners about an overpayment from one of the Medicaid payers to the Health Department and they are now taking that overpayment from the remittance that includes the Health Department and EMS.  Basically, they are being penalized for the overpayment to the Health Department.  So far, that amount is $460.  They have not been able to come to any solution with the Health Department and would like to have their books balance before the end of the year for auditing purposes.  The Commissioners directed them to get with the bookkeeper at the Health Department and get the problem resolved.  If they, the Commissioners, need to expedite it with the Health Department, let them know.   Also, the Board of EMS has run out of money and will not be able to fund the grant for the EMT class presently in session.  That will leave a balance of $7,320 for his department to absorb.  with Members of the local fire departments and law enforcement Mr. Rees asked to go into executive session to discuss non-elected personnel from 10:00 a.m. until 10:20 a.m.   Commissioner Kueser so moved with Commissioner Oller seconding the motion.  Motion carried 3-0.  The Commissioners returned to open session at 10:20 a.m.  The firemen and law enforcement officers expressed their concern with the dispatch at the Sheriff's office.  They raised safety concerns for them as well as the general public with regards to how the  calls are being dispatched.  The Commissioners will visit with Sheriff Ploutz about their specific concerns.

 

Keith Harberer, Emergency Management Director, reported he will be without a car for a couple of days as he hit a deer coming from an accident this weekend.  On November 22 at 8:00 a.m. there will be an 800 MHz training at the Ellsworth Correctional Facility.  The state will have their mobile emergency communications systems on display.  The Regional meeting will be at Beloit on November 26 and he will attend a USD #112 safety meeting on January 3, 2014.  The Commissioners visited about a meeting with the Attorney General in Beloit today that they would not be able to attend.  It was on the concealed weapon legislation passed in 2013 and how it affects county offices.  Mr. Harberer volunteered to attend the meeting for the county.
