ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

SEPTEMBER 30, 2013

 

The Board of Ellsworth County Commissioners convened this 30^th day of September at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                                               

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Oller moved to approve the Agenda with an addition.    Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of September 23, 2013.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Larry Sharp, K-CAMP Representative, visited with the Commissioners about the county's loss ratio which for the past year was 24%.  He also explained the $2,000 grant given to each county to be used to lower their loss risk.  Ellsworth County has used it every year with both the Road & Bridge and Sheriff Departments benefiting from it.

 

Sheriff Tracy Ploutz reported that the generator was still giving them problems.  He has had work done on it twice and it has been determined that is not the generator but still an electrical problem.  He has contacted Jim Scalora, the engineer that handled the electrical project, to have him look at the work that was done and see why they are still having problems.

 

Keith Haberer, Emergency Management Director, presented a letter from the LEPC asking that the Commissioners appoint Shelly Vopat as Ellsworth County Public Information Officer.  Commissioner Kueser moved to approve the LEPC's recommendation and appoint Shelly Vopat as Public Information Officer.  Commissioner Oller seconded the motion.  Motion carried 3-0.  The bylaws for the Ellsworth County LECP are in the process of being updated and Mr. Haberer visited with them about the financial section.  Although no fees are being charged at this, time it was decided to leave that portion intact as it might be needed in the future.  Two more people have volunteered to serve on the CERT team.  Crisis City in Salina is having an exercise on October 12^th and all Commissioners are invited to attend.  The North Central Regional Council met last week and a gas monitor was delivered to the Ellsworth Fire Department.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve Resolution 2013R08, A Resolution Amending K-CAMP Bylaws & Interlocal Agreement for Membership.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the September payroll in the amount of $190,910.44.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the September accounts payable,$230,088.44  and prewritten warrants, $35,537.01 for a total of $274,625.45.  Commissioner Oller seconded the motion.  Motion carried 3-0. 

 

Commissioner Kueser moved to approve Resolution 2013R09, A Resolution Calling For An End To Unsustainable Federal Spending & Debt.  Commissioner Oller seconded the motion.  Motion carried 3-0.
