ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

OCTOBER 14, 2013

 

The Board of Ellsworth County Commissioners convened this 14^th day of October at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                                               

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.     Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of October 7, 2013.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Ronda Kasiska, Health Supervisor, reported the person who cleans the office has quit and they will be placing an ad for the service.  She shared a proposal for telephone services from Eagle Communications that could save them approximately $700 per year for their land line service.  The Commissioners agreed the savings would be good if she would be satisfied with the service.  The Community Health Assessment indicated that more physical activities were desirable and they are planning some events to meet those needs.  The have received a grant for Work Healthy Kansas and are running a program called Physical Fitness Champions.  She is looking at an email security system and will get back to them later on that information.

 

Rob Fillion, Smoky Hill Economic Development Corp., introduced Chris Harris from the Kansas Department of Commerce, who visited with the Commissioners about the Rural Opportunity Zones program.  Through legislation last year, Ellsworth County has been included in the program and he discussed the student loan repayment program.  Previously, the Commissioners had discussed with Mr. Fillion that they might be interested in participating in the program by being a conduit for businesses in the area that wanted to participate.  The county would only collect the money from the businesses participating in the program and pass those funds to the state for distribution.  In that regard, Commissioner Oller moved to approve Resolution 2013R10, A Resolution of the Board of Ellsworth County Commissioners Authorizing Participation in Student Loan Repayment Program.  Commissioner Kueser seconded the motion.  Motion carried 3-0.
