ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

SEPTEMBER 9, 2013

 

The Board of Ellsworth County Commissioners convened this 9^th day of September at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                                               

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda with a deletion.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of September 3, 2013.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Keith Haberer, Emergency Management Director, reported the county had received an EMPG grant for $8,108 for the year 2013.  He will be attending the KEMA Conference in Topeka this week.  Lincoln County has requested his help as their Emergency Management Director has taken another position in another state.  He has agreed to help where needed but is not interested in taking on another county.  Preliminary damage assessment reports have been done in Langley and Empire townships and they will qualify for FEMA funding if the state qualifies.  Since they are federal funds, the federal government has to approve the state's assessment.  The LEPC bylaws are being reviewed and some small changes will need to be made.  Also, some updates need to be made to the Debris Management Plan and he will get with Teresa this fall and make those changes.

 

Although Mrs. Shute could not attend, she asked the County Clerk to ask the Commissioners if she could retain Julie Maddox for part-time help on a regular basis.  The Commissioners approved Mrs. Shute's request.

 

Dick Johnson, Holyrood, approached the Commissioners about a property in Holyrood that is four years delinquent on taxes and asked if it would be coming up for a tax sale.  The property is in disarray and he has been mowing it.  The Commissioners consulted with the County Attorney, Mr. Shepack, and he gave Mr. Johnson some suggestions.  A tax foreclosure is not in the works at this time.  Mr. Shepack has just finished with a round of delinquencies and this property could be included in any subsequent foreclosures.

 

OLD BUSINESS:

 

There were no old business items.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve pre-payment of an invoice to Sanofi in the amount of $3,373.21.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Oller adjourned the meeting at 10:50 a.m.
