ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

AUGUST 26, 2013

 

The Board of Ellsworth County Commissioners convened this 26^th day of August at the Ellsworth County Courthouse. 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                                                                               

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda as printed.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of August 19, 2013.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Roger Masse, ECMC Administrator, reported he had attended a critical access hospital meeting and the focus was on making patient records electronically available to the patient.  They are in the implementation process on the Community Needs Assessment; they have decided to purchase the Dr. Kepka's building in Wilson for the Wilson Clinic; and recruitment efforts are still on going .  Financially, the balance sheet is solid and budget wise, they are in better shape than this time last year. The 2012-2013 audit will be completed in October.

 

Gary Oller, Ellsworth County resident, met to discuss an incident with the Sheriff's department that happened last week.  A tenant had left a fence up on this property that was supposed to be taken down and they had not done so.  Mr. Oller took the fence down and when the renter finally showed up to claim the fence, Mr. Oller would not give it back until the labor for removing the fence was paid.  The tenant would not pay, and contacted the Sheriff's office.  Three deputies responded and insisted that he give the fence to the tenant.  Mr. Oller questioned why three deputies were sent and what law or statute the deputies use to determine their decision that he had to return the fence without payment.  The Commissioner encouraged him to contact the Sheriff to get his answers.

 

Tim Vandall, Ellsworth City Administrator, asked for a landfill waiver to take down a shed located at the golf course.  Commissioner Kueser moved to approve a landfill waiver for Ellsworth City to take down a structure owned by the City of Ellsworth.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Teresa Shute, Noxious Weed-Landfill Director, reported there had been a complaint about damage from a chemical spray on a resident's property.  She has looked at the damage and because of the extent of the damage and the location of the damage, high in the tree line, she said that it could not have been caused by them.  It appears that it could be from an aerial spray.  She has talked with the property owner and will continue to follow up on the matter.  The Wilson recycling is still a problem.  Unacceptable items are still being put in the trailer.

 

Roderic Rees, EMS Director, discussed the problems they were having with the Kan Care payments.  He wondered if they could have a separate EIN number since the Health and his payments are being deposited together.  The Clerk said she had talked with the auditor about this previously, and he said the county should only have one EIN number.  However, she will check with him again.  Blue Cross/Blue Shield wants to take credit card payments or make electronic payments.  It would cost the county a percentage on the payments.  The Commissioners asked that he do a little more research on the matters and return to discuss it more before making any decisions.

 

Amy Boxberger, Central Kansas Community Corrections, asked the Commissioners to approve her 2014 Carryover Reimbursement Budget Summary.  Commissioner Kueser moved to approve the 2014 Carryover Reimbursement Budget as submitted.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

OLD BUSINESS:

 

No decision was made if someone would be attending the KAC Public Health & Local Governance Workshop.

 

NEW BUSINESS:

 

There were no new business items.

 

ADJOURNMENT:

 

Chairman Rush adjourned the meeting at 11:50 a.m.
