ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

July 29, 2013

 

The Board of Ellsworth County Commissioners convened this 29^th day of July at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                   

                                                                                                           

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of July 22, 2013.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Roderic Rees, EMS Director, asked for permission to use the gasoline debit card to purchase three coolers to transport drugs in the ambulances at a cost of $303.  Commissioners agreed to allow the purchase on the card.  There will be an EMT class starting September 4.  Upon the request of Mr. Rees, Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 9:07 a.m. to 9:27 a.m.  Commissioner Oller seconded the motion.  Motion carried 3-0.  County Clerk, Jan Andrews, was included in the executive session.  The Commissioners returned to open session at 9:27 a.m. and no action was taken.

 

Tracy Ploutz, Sheriff, ask if it would be possible to hire part-time dispatcher Connie Terry on a full time basis.  Mrs. Terry is a retired employee from a state agency that is included in KPERS and in order for her to be hired on a full time basis; the county would have to pay additional KPERS on her employment.  Mrs. Terry is willing to accept a lower per hour wage to offset the KPERS requirement.  The Clerk's office will figure the differentials and it that is acceptable with Mrs. Terry, the Commissioner would agree to the full time employment.

 

OLD BUSINESS:

 

Commissioner Kueser moved to approve the publication of the 2014 budget with a hearing being set on August 12^th at 10:00 a.m.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve Resolution 2013R04, A Resolution Expressing the Property Taxation Policy of the Board of Ellsworth County Commissioners with Respect to Financing the 2014 Annual Budget for Ellsworth County.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

The Commissioners reviewed the comments from the Fire Chiefs on the burn permit resolution and Commissioner Kueser will visit with Mr. Kepka about their request that a 500 gallon water tank be on the premises when burning.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve Resolution 2013R05, A Resolution Setting Forth Record Search Fees and Copying Cost to be Charged by the County of Ellsworth.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the July payroll in the amount of $199,337.24.  Commissioner Kueser seconded the motion.  Motion carried 3-0.
