ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

AUGUST 5, 2013

 

The Board of Ellsworth County Commissioners convened this 5^th day of August at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                   

                                                                                                           

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda with additions.   Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Oller moved to approve the Minutes of July 29, 2013.  Commissioner Kueser seconded the motion.  Motion carried 3-0.

 

No one was present for the Public Forum.

 

APPOINTMENTS:

 

Gary Wacker, High Plaines Sand, expressed his concern as to what he thought might be a miscommunication at last his meeting with the Commissioners.  He thought the Commissioners had visited with the Road & Bridge Supervisor and indicated that they would like to see him use some of the materials offered by High Plaines on county roads.  As of this date, no materials have been purchased.  Mr. Wacker stated that his product matched what was being bought in another county and hauled to Ellsworth and if there was a price deferential, the gasoline, time spent hauling and truck usage would cover that.  He explained that he was a county owned business, with a staff of 38 employees that live in the county and spend their wages in local business.  Also, his business pays taxes in Ellsworth County.  The Commissioners responded they had visited the plant and found the material acceptable.  They will visit with the Road & Bridge Supervisor to see if there is a problem.

 

Commissioner Terry Kueser left the meeting at 9:35 a.m.

 

Don Hanson, member of the Steering Committee for the Prairie Trail Scenic Byway, asked the Commissioners to adopt another resolution giving the updated description of the route.  Commissioner Oller moved to approve Resolution 2013R06, A Resolution To Support The Extension of the Prairie Trails Scenic Byway.  Commissioner Rush seconded the motion.  Motion carried 2-0.

 

Geneva Schneider, County Treasurer, asked the Commissioner to increase the salary of her part-time employee by $.50 per hour as she has successfully completed a 120 day probationary period.  The Commissioners agreed to the raise effective July 26, 2013.

 

Murray Marston asked if he could buy a metal door stored in the old jail cell on the third floor.  Since the county has no use for it and it is surplus property, the Commissioners accepted Mr. Marston's offer of $25.

 

Ronda Kasiska, Health Supervisor, discussed the school contract with USD #112 which is up for renewal.  The contract last year was for $8,000, however, the actual costs for the employee was salary $9,152.01, mileage $6l0.20 and fringe benefits of $3,014.30.  The Commissioners agreed with Mrs. Kasiska that the contract price should at least cover the county's expense.  Mrs. Kasiska will draw up a contract for approval by USD #112 for $9,800 which will cover her cost with the exception of the fringe benefit which the county would pay anyway.  She later presented the contract for signature.

 

OLD BUSINESS:

 

Commissioner Kueser reported he had talked with Bob Kepka, Ellsworth Fire Chief and he was in agreement that a 250 gallon water tank on hand at an agricultural burn would be sufficient.  The County Clerk will give the resolution corrections to the County Attorney for completion.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve the July account payables in the amount of $358,551.91 and pre-written warrants for $53,882.05 for a total of $412,433.96.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to appoint Albert Oller as delegate to the KAC, KWORCC and KCAMP Annual Meetings.  Commissioner Rush seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the 2014 Holiday Schedule as presented.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

ADJOURNMENT:

 

Chairman Rush adjourned the meeting at 11:05 a.m.
