ELLSWORTH COUNTY COMMISSION MEETING

                                                                                 

MINUTES

 

June 24, 2013

 

The Board of Ellsworth County Commissioners convened this 24^th day of June at the Ellsworth County Courthouse. 

 

                                                            Members Present:

                                                            Albert W. Oller, 1^st District Commissioner

                                                            Kermit Rush, 2^nd District Commissioner

                                                            Terry L. Kueser, 3^rd District Commissioner

                                   

                                                                                                           

OPENING BUSINESS:

 

Chairman Rush called the meeting to order at 9:00 a.m.

 

Commissioner Kueser moved to approve the Agenda with an addition. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve the Minutes of June 17, 2013.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

 Rev. Billy Kryger was in attendance but did not wish to address the Commissioners.

 

APPOINTMENTS:

 

Although Sheriff Ploutz was not in attendance,  he had submitted his budget request for 2014 of $865,881, an increase of $67,017 or 8.4% increase.

 

Roderic Rees, EMS Director, reported the remounted ambulance  was here and so far it looked good.  Once it is inspected and licensed, it will be in operation.  Requested write-offs in the amount of $16,780.80 from their credit collection agency were presented.  Commissioner Kueser moved to approve write-offs in the amount of $16,780.  Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Keith Haberer, Emergency Management Director, asked the Commissioners to sign and approve the EMPG Grant request for 2013.  We should be getting the same amount as last year which was approximately $6,600.  The Commissioners signed the request and Mr. Haberer will submit it.  Mr. Haberer asked about some shelving for his office and the Commissioners suggested he look at the surplus property the county has stored and if he did not find anything, to go ahead a purchase what is needed.

Commissioner Oller left the meeting at 10:55 a.m.

 

Chairman Rush opened the EMS roofing bids, however, they will need to consult with Fred Abercrombie, Architect, before acceptance.

 

Doug McKinney, North Central Kansas Regional Planning Commission, presented Cost Analysis of the Grain Belt Express Clean Line LLC for Ellsworth County.  It appears that if the line passes through Ellsworth County, the county would benefit from the project after 15 years.  Mr. McKinney reported that Wilson has two housing rehabs with one going well at the present time and the second one to begin shortly.  The Lorraine City water and waste treatment project has been completed.

 

OLD BUSINESS:

 

The Commissioners received a letter from Thomas Township asking the road closure by Edward Behnke be denied.   Since the road in question is governed by Thomas Township, they would have to agree to close it and in their letter indicated that they would not agree to closing that section of the road.

 

NEW BUSINESS:

 

Commissioner Kueser moved to approve Abatements 82 & 83 for $269.49 and Add 84 in the amount of $31.24. Commissioner Oller seconded the motion.  Motion carried 3-0.

 

Commissioner Kueser moved to approve Payment Request #1 from Quality Glass in the amount of $77,307.30.  Commissioner Oller seconded the motion.  Motion carried 3-0.
