ELLSWORTH COUNTY COMMISSION MEETING
MINUTES
July 1, 2013
The Board of Ellsworth County Commissioners convened this 1st day of July at the Ellsworth County Courthouse.
Members Present:
Albert W. Oller, 1st District Commissioner
Kermit Rush, 2nd District Commissioner
Terry L. Kueser, 3rd District Commissioner
OPENING BUSINESS:
Chairman Rush called the meeting to order at 9:00 a.m.
Commissioner Kueser moved to approve the Agenda. Commissioner Oller seconded the motion. Motion carried 3-0.
Commissioner Kueser moved to approve the Minutes of June 24, 2013. Commissioner Oller seconded the motion. Motion carried 3-0.
Rev. Billy Kryger was in attendance but did not wish to address the Commissioners.
APPOINTMENTS:
Roger Masse, ECMC Administrator, reported the Community Health Assessment had been completed and the information would be made available to the public. However, only Phase I is available and that is a compilation of the data from the surveys. The financial report for May showed a loss of $271,136. The budget for 2014 was presented and the hospital is again asking for $224,340.
Sabrina Bourbon, representing the Ellsworth Senior Center, with Board Members Jon Mehler, Marilyn Huslig, Kevin Shoemaker and Earl Johnson, presented their budget request for 2014 of $24,500. This is the same as last year. Mrs. Bourbon also went into detail how they have worked to reduce their expenses and have set up funding to anticipate their equipment needs.
Roderic Rees, EMS Director, asked for either a check or to use the debit account to pay the fee necessary to license the new ambulance. A check will be cut. He has had a request from Lincoln County for mutual aid for July 19, 20 and 21. They are in transition from a 12 hour to a 24 hour schedule and they are short personnel at this time. We would send an ambulance and crew and they will pay all the wages and Ellsworth County will bill for the runs. The Commissioners agreed that if it can be done without interruption to our service, they would approve honoring the mutual aid agreement.
Rick Nondorf, Road & Bridge Supervisor, asked permission to replace one truck. He has a firm bid from Holm Motor for a 2013 ¾ ton pickup with trade-in at $28,135. He would be trading in a 2002 Dodge. Commissioner Oller moved to authorize the purchase of the 2013 Chevrolet truck from Holm Motor Co. for $28,135. Commissioner Kueser seconded the motion. Motion carried 3-0. Chairman Rush discussed his complaints about the condition of 25th Rd. and others in the lake area. Mr. Nondorf explained that the roads in question were being graded today, however, during harvest time; he had eight employees out harvesting. He is also looking at purchasing a new motor grader this year. Mr. Nondorf presented his budget for 2014 of $2,220,000, an increase of $243,327.
Although Mr. Shepack, County Attorney, did not attend the meeting, his budget request for 2014 of $148,000, an increase of $27,000 was reviewed.
The County Clerk reported that the Appraiser, Mr. Miller, had reported that the VFW was exempted by the Court of Tax Appeals.
OLD BUSINESS:
The EMS Roofing bids were tabled until next week.
NEW BUSINESS:
Commissioner Oller moved to approve the June payroll in the amount of $198,300.81. Commissioner Kueser seconded the motion. Motion carried 3-0.
Commissioner Oller moved to approve the June accounts payable for $292,620.81 and prewritten warrants for $83,536.66 for a total of $376,157.47. Commissioner Kueser seconded the motion. Motion carried 3-0.
Commissioner Kueser moved to approve Abatement 85 in the amount of $195.82. Commissioner Oller seconded the motion. Motion carried 3-0.
ADJOURNMENT:
Chairman Rush adjourned the meeting at 12:15 p.m.
